Ag -=#3S' 7//5Jrr I CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject Approve the submittal and combined $60,500 local match requirements of two (2) grant applications for the Environmental Justice: Context-Sensitive Planning for Communities Program Background The California Department of Transportation, Division of Transportation Planning provides grants (up to $300,000 per grant with a required 10% local match) to promote Environmental Justice: Context-Sensitive Planning for Communities. Grants will be awarded on a competitive basis to Metropolitan Planning Organizations, Regional Transportation Planning Agencies, cities, counties, Native American Tribal Governments, Community-Based Organizations, universities, transit agencies, and private non-profit organizations. An estimated $3.0 million in grants will be available for FY 2002/03, pendin!! approval of the final state bud!!et. Eligible projects must focus on transportation and community development issues that address the interests of low-income, minority, or any other underrepresented groups in the City of San Bernardino. The City is submitting two (2) grant applications for the "Planning for Communities" Program. The project proposals are designated as the Mt. Vernon Corridor Revitalization Plan and the Seccombe Lake Planning Area (per attached map). The proposed projects were selected based upon their compatibility with the Santa Fe Depot RehabilitationlRevitalization Project and the Mayor's Downtown Revitalization Plan. The project application deadline is July 17'h. Mt. Vernon Corridor Revitalization Plan: will encompass an area on and adjacent to Mt. Vernon Avenue between 4th Street and 9th Street that will focus on community revitalization and economic development with a transportation component. The plan will accomplish these goals through an intensive and thorough interactive process between governmental agencies and the numerous existing community and stakeholder groups. The Plan will update and expand upon the Paseo Las Placitas Plan that was completed in 1993, and also supplement the recently funded Santa Fe Depot Area Plan that will begin later this year. Staff is requesting $287,100 for the study, with a required 10% local match of$31,900 that includes in-kind services. Total project cost: $319,000. Seccombe Lake Plannin!! Area: will encompass the county administrative complex and the commercial/residential neighborhood that surrounds Seccombe Lake Park with ultimate street boundaries of Arrowhead Avenue (west), Waterman Avenue (east), Seventh Street (north), and Rialto Avenue (south). The plan will be developed to supplement and expand upon the Downtown Revitalization Plan and will focus on civic, community and business revitalization with emphasis on community based and stakeholder group participation, input, and interaction. Staff is requesting $257,400 for the study, with a required local match of $28,600 that includes in-kind services. Total project cost: $286,000. - 2 - l' Both areas could benefit from a review of existing blighted conditions and identification of activities and programs to establish functionality of transportation and land uses, and prosperity to these community core areas. Addressing these issues require community participation and, ultimately, preparation and implementation of custom transportation, land use, building design, ADA deficiencies, retail/shopping, open space and park tree planting, infrastructure, and implementation (including financing options) components. Financial Impact The total estimated local match contribution for both grant applications will be $60,500. The funding is proposed to come from the FY 2002/03 Capital Improvements Program or Measure I funding. In the event the state approves one or both grant requests, prior to the City Council's acceptance of the grants, the FY 2002/03 Budget would have to be amended to allocate/designate funds for these projects. Vernon Corridor Revitalization Plan OBJECTIVE: The City of San Bernardino is proposing to hire a professional transportation pIanning consultant firm to develop a comprehensive land-use plan for the Mt Vernon Avenue corridor between 4'" and 9'" Streets. This unique plan will incorporate transportation, historic preservatioIL economic development and housing issues adjacent to the project area, with the goal of implementing strategies that will create a model "livable community" that will enhance the Hispanic culture in the corridor area. DISCUSSION: As of 1998, the City has combined efforts with SANBAG to begin the rehabilitation of the Santa Fe Depot Beginning in 1989. after the Santa Fe Railroad operations staff and yard maintenance personnel vacated the premises, the depot was left virtually vacant with hundreds of jobs being lost to the adjacent Hispanic community. The departure of the railroad spawned the beginning of a worsening economical and social demise to the adjacent community. PREVIOUS WORK COMPLETED: In April 1992, the Paseo Las Placitas Plan was prepared by a consultant under the direction of the City's Economic Development Agency to create a VISIon and implementation plan for economic and residential development.
