In 1996, the Community Development Commission approved the architectural firm RF McCann to do an assessment of
the California Theater. They determined that an amount of approximately $4,000,000 was necessary to bring the
building to modern day standards, in terms of both performance and health and safety.
In 1997, the Community Development Commission approved the expenditure of $640,000, which went mainly towards
upgrading the electrical supply to the building.
In 1999, the Community Development Commission approved the expenditure of $300,000 and in the year 2000, a
further $60,000, which went towards the repair of the roof and some basic safety issues, such as an alarm system.

California Theater
BACKGROUND:
The historic California Theater, located at 542 West Forth Street was designed by Los Angeles architect
John Paxton Perrine and built in 1928 in a Spanish colonial architectural style that is one of three
remaining theaters from this time period in the State of California; unfortunately the theater is now in dire
need of renovation and modernization.
During the past several decades, the biggest names in the show business industry have graced the stage;
Bob Hope, Bing Crobsy, WC Fields, Darne Judith Anderson, Jack Benny, David Niven, and most
memorable, cowboy philosopher Will Rogers. His appearance at the California Theater on June 28, 1935
turned out to be his last performance. A larger-than-life mural of Will Rogers commemorate his memory
on the east and west side of theater, both painted by Kent Twitchell, an artist that specializes in larger-
than-life photo-realist portraits of celebrities.
The California Theater is home to the San Bernardino Symphony, Sinfonia, San Bernardino Concert
Association, Nut Cracker Ballet, Theater Arts International, to name but a few of the theater and cultural
events that are held. The California Theater greatly contributes to the quality of life for the citizens of
San Bernardino and the economy of the downtown area. Approximately 200,000 patrons per year attend
events at the theater.
The California Theater requires approximately $4,000,000 worth of repairs, upgrades, and restoration to
return the theater to its glory both architecturally and as well as state of the art audio and lighting
technology. The Agency has provided monies in the past for restoration as funds become available. In
1997, the Agency spent $640,000 to upgrade the original electrical system and in 2000, $400,000 was
spent to replace the roof and address immediate health and safety issues.
CURRENT ISSUE:
The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000
provides funds for the preservation of historical and archeological projects that benefit the public. On
November 5, 2001, the City received notification concerning the CHF Grant Program administered by the
Office of Historic Preservation Department (OHP) of Parks and Recreation. Grant applications for this
competitive program are due August 2, 2002. Grant funds are available to local governments and non-
profit organizations for projects that preserve historic projects like the California Theater. The grant
being requested is $400,000, and the Agency must commit a 50% in-kind or cash match.
Following the August 2, 2002, application deadline, the grant application will be evaluated and ranked by
OHP staff and the SHPO. CHF anticipates that the grants will be awarded by November 2002. The
grantee must have a fully executed Contract with the Office of Historic Preservation by July I, 2004. The
deadline for full completion ofithe project and paperwork must be submitted and not postmarked to OHP
by March 1,2009.

It is our desire to use Proposition 40 Funds for this grant application, however, if these are not available in
a timely manner, the city match will be provided from Community Development Block Grant funds and a
reallocation ofCDBG funds will become necessary. Any award greater than $100,001 requires the City to
maintain and provide public access to the property that received the grant for a 20-year minimum beyond
the Project completion date.
RECOMMENDATION:
That the Mayor and Common Council adopt the attached Resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO APPROVING THE APPLICATION FOR GRANT
FUNDS FOR THE CALIFORNIA HERITAGE FUND GRANTS PROGRAM
UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN
AIR AND COASTAL PROTECTION BOND ACT OF 2000 FOR THE
REHABILITATION AND RESTORATION OF THE CALIFORNIA THEATER
WHEREAS, the Legislature and Governor of the State of California have approved grant
Funds for the California Heritage Fund; and
WHEREAS, the Office of Historic Preservation has been delegated the responsibility for the
administration of the grants program, setting up necessary procedures; and
WHEREAS, said procedures established by the Office of Historic Preservation require the
Applicant to certify by resolution the approval of applications(s) before submission of said
application(s) to the Office of Historic Preservation; and
WHEREAS, the applicant will enter into a contract with the Office of Historic Preservation
for the subject Project;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
Section 1. Approves the filing of an Application for assistance for the above project(s) to be
funded from the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act
of 2000/California Heritage Fund; and
Section 2. Certifies that Applicant understands the assurances and certification In the
Application form; and
Section 3. Certifies that all archeological investigations, studies, and reports used as the basis
for work on this grant-funded Property, as well as interpretation and mitigation, will be professionally
prepared and approved by a qualified archeologist for conformance with The Secretary of the
Interior's Standards for Archeology and Historic Preservation. Where appropriate, demonstrate
consultation with the local Native Americans, or other appropriate groups.

Section 4. Certifies that the Development and Interpretation Projects, Applicant has adequate
control (ownership, leasehold, easement, joint powers or cooperating agreement, or other long-term
interest in the Property at the commencement, during, and after the completion of the Project, In
accordance with Covenant requirements; and
Section 5. Certifies that all architectural plans and specifications used as the basis for
construction work on this grant-funded Property will be prepared and approved by a professionally
qualified restoration architect and/or engineer for conformance with the Secretary of the Interior's
Standards for the Treatment of Historic Prooerties and the California Historic Building Code; and
Section 6. Certifies that Applicant has or will have sufficient funds to operate and maintain
the Project; and
Section 7. Certifies that Applicant shall start the CEQA and, or, NEP A compliance process, if
applicable, within 60 days after full execution of the Contract and shall complete and comply with
CEQA and, or, NEP A, if applicable, prior to the release of grant funds from the Office of Historic
Preservation; and
Section 8. Certifies that Applicant has reviewed and understands the General Provisions
contained in the Project Contract shown in the Procedural Guide; and
Section 9. Appoints the Project Manager of the Redevelopment Agency as agent to conduct
all negotiations, execute and submit all documents including, but not limited to Applications,
agreements, payment requests and so on, which may be necessary for the completion of the
aforementioned Project.
