STAFF REPORT
Subject:
Authorization to install a I-way stop at the intersection of Roxbury Drive and Cedar Street.
Background:
The City has received complaints from area residents, via the Council Office, relative to the
uncontrolled intersection of Roxbury Drive at Cedar Street. The residents believe that several
accidents have occurred at the intersection because of the lack of a stop control (sign and markings)
for northbound traffic. They are requesting installation of stop controls to improve traffic safety at
the intersection.
The Traffic Engineering Section of the Development Services Department evaluated the request and
determined that Roxbury Drive at Cedar Street are both local residential streets that form a "T"
intersection, providing primary access to a residential area. According to City records, there have
been no accidents reported at the intersection from January I, 2000 through September 30, 2006.
The accidents that the residents are referring to appear to have been minor unreported collisions.
Although there were no reported accidents at the intersection, staff feels that installation of a stop
sign (and stop markings) for northbound traffic at the intersection will enhance traffic safety. Staff
believes that a stop sign is warranted because according to the California Manual on Unifornl
Traffic Control Devices (MUTCD), "a stop sign should be used to assign right-of-way control for a
street that enters a through highway or street." Staff considers Roxbury Drive to be a through street
at this intersection and that stop controls should be installed for northbound traffic.
Pursuant to the California Vehicle Code, staff is requesting that Roxbury Drive be declared a
"through-highway" at Cedar Street. Staff recommends that the attached Resolution be approved
authorizing the installation ofa stop sign for northbound traffic at the intersection of Roxbury Drive
and Cedar Street.
Financial Impact:
The estimated cost of $ 500.00 for installing the new stop sign will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 655 ENTITLED, IN PART, "A RESOLUTION... DESIGNATING CERTAIN
STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND
AUTHORIZING THE INSTALLATION OF A ONE-WAY STOP AT THE
INTERSECTION OF ROXBURY DRIVE AND CEDAR A VENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I: Resolution No. 655 designates certain streets, or portions
thereof, as through highways. Section One of said Resolution is hereby amended by adding
Subsection (14.66) ROXBURY DRIVE to read as follows:
"(14.66) ROXBURY DRIVE
(A) At its intersection with Cedar Avenue (for the purpose of stopping
northbound traffic only)."
