Dear Mr. Penman:
A few months ago you graciously participated in a benchmark survey of city attorney offices
conducted by Management Partners as part of a management review of the City Attorney's
Office in the City of Huntington Beach. As promised when you agreed to help, we are enclosing
here a copy of the survey results.
The first page is the result of oral interviews conducted with staff members in each City
Attorney's Office. Pages two through five is the result offurther data collection undertaken
through your or your City Manager/Administrator's office. In order to improve participation. a
guarantee of anonymity was attached to the provision of this latter information. which is why
city order has been scrambled and generic labels attached. Please note that all information was
provided by survey participants and is unvalidated. As a courtesy, we are providing a copy of
this information to your City Manager/Administrator who helped by providing financial
information from the city's accounting records.
