Backl!:round: The Authority for the Handicapped was created in 1978 as a joint powers authority between the City and County to oversee the construction and operation of the Center for Individual Development. This 17,900 square foot facility, located at 8088 Palm Lane, serve as a recreation and multi-use facility for the disabled. The three principal parties involved with the CID are the school district which utilizes the therapy pool for swim lessons for students from Anderson School, the County which operates individual and group counseling and other Behavioral Health services, and the City which operates recreation services for developmentally disabled children and adults. The amended lease agreement, as in the current 5-year agreement, provides for the City and County to pay for equal shares (50 percent) of the operating costs. The school district provides maintenance for the grounds and the swimming pool. The current lease agreement provides the option for five 5-year renewals. This renewal will be the first of the five options. Financial Impact: The operating costs for the CID is budgeted in the Parks and Recreation Department's general fund budget at $86, I 00. The City incurs the operating costs and bills the Authority for the Handicapped on a quarterly basis. The Authority in turn bills the city and the county for 50 percent of the costs and then pays the city the full amount. There are no other financial impacts. Recommendation: Adopt the Resolution. e- e e I l 111 ~(Q)GSW RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING A LEASE CONTRACT FOR THE CENTER FOR INDIVIDUAL DEVELOPMENT BETWEEN THE 3 CITY OF SAN BERNARDINO, THE COUNTY OF SAN BERNARDINO, AND THE AUTHORITY FOR THE HANDICAPPED TO EXTEND THE TERM FROM JULY 1, 2000 4 THROUGH JUNE 30, 2005. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 6 OF SAN BERNARDINO AS FOLLOWS: 7 SECTION 1.
