Dear Ms. Schmit,
Pursuant to our phone conversation yesterday, I am enclosing a copy of the City of San Bernardino's
Development Code section 19.04.020. San Bernardino's Development Code is a permissive
Development Code; meaning that an activity must be explicitly allowed, otherwise it is prohibited.
In residential zones, facilities provided for parolees, whether characterized as residential care facilities,
congregate care living facilities, etc., are not allowed.
