No.) various depts (A~,.t n~~,...riptinn) Finance: Council Notes: Agenda Item No. 10 J~JIJO , r /0 'V CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report On October 28, 2000, the Red Ribbon Week Executive Committee is planning a number of activities promoting a drug free lifestyle, beginning with the Red Ribbon Parade along "E" Street to the Stampede Stadium. At the conclusion of the Parade at the Stadium, there will be a Fun Quest 2000, a car show, health fair and multi-cultural family festival. The Committee is requesting a waiver of City fees in connection with the event. These fees include: Department Fees Traffic Engineering: $859 for barricade placement/removal Police $2,031 for personnel/vehicles/equipment Public Services $1,340 refuse collection/street sweeping Parks, Recreation & Community Services $2.750 for stadium fee/stage rental TOTAL $6,980 Non waivable fees and refundable securitv deposits: Parks, Recreation & Community Services $5,000 damage bond Traffic Engineering $U 50 barricade deposit TOTAL $6,150 The City had historically waived fees for this event from approximately 1990 through 1996. In 1997, their request was recommended for denial due to budget constraints by then Mayor, Tom Minor, and upheld by the Mayor and Council. Since that time, until this current request, the organization has paid their fees for this event. Additionally, for your information, the Community Against Drugs Organization which is a member agency of the Red Ribbon Week Executive Committee received $18,300 in the FYOO/OI City budget towards this effort. .... ...... A great drug-free day to celebrate Red Ribbon Week. A number of events are being planned to reach all members of the community. The day starts with the Red Ribbon Parade making its way proudly down E Street to San Bernardino's Stampede Stadium. At the end of the parade, the fun continues with Fun Quest 2000, a car show, a health fair, and a multi-cultural family festival. Thousands of people are expected at the day's events. The Fun Quest 2000 Nutrition Olympics features events like watermelon weightlifting, the grapefruit shot put, and coconut bowling for children. The Red Ribbon Car Show offers an award for "The Reddest Car", along with other, more typical awards. Information and resources to improve individual and community health will be available at the Red Ribbon Health Fair. Music, dance, and storytelling will take center stage at the Red Ribbon Multi-Cultural Family Festival. A number of local agencies are partnering to create this successful day of celebration. On behalf of the Red Ribbon Week Executive Committee I am asking the City of San Bemardino to join with our many community, government, education and recovery agencies and become a partner in making October 28 a great drug-free day for San Bernardino residents. Specifically, we ask the City of San Bernardino to consider waiving all or part of the following fees: o Stadium fee ($2,500) 0 Sanitation/Public Service (approx. $1,400) o Traffic barricades (approx. $1,000) 0 Parks and Recreation stage rental ($250) o San Bernardino Police (approx. $3,000) Thank you so much for your consideration of this request.
