Inc.. CNHS) A!!:reement - YouthBuild Pro!!:ram BACKGROUND On September 7, 1999, the Community Development Commission approved an Agreement between the Redevelopment Agency and Neighborhood Housing Services of the Inland Empire, Inc., (NHS) wherein the Agency would convey a residential parcel located at 571 Magnolia Street and provide a $5000 HOME Grant to launch NHS's first YouthBuild housing project. This Agreement was later modified on July 24, 2000 in order to convey the 1149 Rialto Avenue property to NHS to continue the Y outhBuild Program. NHS has been operating the YouthBuild Program since 1998 when they became the successful recipient of a HUD Grant. Since 1998 to the present, NHS has employed 25 youth and provided them with an opportunity to obtain work experience in the area of new construction, rehabilitation and most importantly, academic studies to complete their high school diploma. CURRENT ISSUE For fiscal year 2001-2002, NHS will be expanding the YouthBuild Program to include 15 additional students, for a total of 40 students. NHS has projected that the total cost of operating the program for one (I) year is $850,000. In order to make this a reality, NHS has been successful in obtaining $223,000 from the County of San Bernardino Workforce Investment Board and is seeking funds from other sources, such as Neighborhood Initiative Program (NIP) funds, HUD Grants and private donations. Under the September 1999 Cooperation Agreement between the Agency and County, it was contemplated that a portion of the $2 million would be used to expand the Y outhBuild Program to enable the students to work in NIP Target Areas, most particularly NIP #1. The County has agreed to alIocate $250,000 of NIP funds to facilitate the operations of the YouthBuild Program (Program Year 2001-2002) (see attached letter dated 8-24-00). In addition, the County has agreed to donate two (2) houses to the Agency for the YouthBuild Program located at: 1556 Mountain View and 1662 Sierra Way, NIP #1 (the "Properties"). Both of the Properties require major rehabilitation ranging from $41,000 to $42,000; thus, providing a rehabilitation leaming experience for the Y outhBuild students and an opportunity for NHS to selI the Properties to a first time homebuyer. ----------------------------------------------------------------------------------------------------------------------------- GVO:MP:lag: 1 0-02-00 Amend 2 NHS COMMISSION MEETING AGENDA Meeting Date: 10/02/2000 Agenda Item Number: .tt33...- ~' , ~ Economic Development Agency Staff Report NHS Amendment No.2 - Y outhBuild Program September 13, 2000 Page Number -2- Recently, the YouthBuild students completed the new single-family housing at 571 Magnolia Avenue and will proceed with the rehabilitation ofthe 1149 Rialto House, recently approved by the Community Development Commission. FISCAL IMP ACT Under the attached Amendment No.2, the Agency will convey the Properties to NHS and they will absorb all costs associated with the conveyance of the Properties. The $250,000 will be allocated to NHS for YouthBuild operations and stipends from NIP funds. Moreover, the Amendment No.2 between the Agency and NHS is conditioned upon the approval of the County of San Bernardino.
