where preferential parking permit pr.ograms are in effect.

Municipal C.ode Secti.on 10.16.180 all.ows f.or the establishment .of preferential parking permit
programs .on City streets. H.owever, as it currently stands, the Municipal C.ode all.ows f.or a
maximum .of two permits, per dwelling, t.o be issued t.o pers.ons wh.ose residence is adjacent t.o
the restricted street.
A "permit parking pr.ogram" was recently established .on several residential streets l.ocated just
west .of the San Manuel Indian Bing.o and Casin.o. The residents c.omplained that the current
limit .of tw.o permits per dwelling is n.ot en.ough and requested that the limit be increased t.o f.our
permits per residence. Specifically, residents in the "R.ockf.ord" neighb.orh.o.od, b.ordered by
Lynw.o.od t.o the S.outh and Val Mar Circle t.o the N.orth, requested that additi.onal parking permits
be issued per residence.
The Legislative Review C.ommittee reviewed this request at their Oct.ober 10, 2002 meeting. The
C.ommittee discussed several issues during their deliberati.on. Alth.ough the pr.ogram is apparently
w.orking well with a maximum .of tw.o permits per residence in m.ost .of the pr.ogram areas, s.ome
neighb.orh.o.ods have expressed the need f.or f.our permits. The C.ommittee als.o discussed a
c.oncern that if f.our stickers were issued per dwelling, there may n.ot be an adequate number .of
.on-street parking spaces t.o acc.omm.odate all vehicles with a permit. H.owever, this is assuming
the "w.orst case" scenari.o where all vehicles with parking permits are parked .on the street. It is
nDt likely that the need WDuld exceed space availability at any given time. It was further
discussed that permits d.o nDt guarantee a parking space.
The Legislative Review C.ommittee rec.ommended that the Municipal CDde be amended tD allDW
f.or the issuance .of up t.o f.our parking stickers, per dwelling, upDn request.

10.16.180 OF THE SAN BERNARDINO MUNICIPAL CODE TO INCREASE THE NUMBER

MAXIMUM OF FOUR, IN AREAS WHERE PREFERENTIAL PARKING PERMIT
4 PROGRAMS ARE IN EFFECT.
5 The Mayor and Common Council of the City of San Bernardino do ordain as
follows:

7 SECTION 1. San Bernardino Municipal Code Section 10.16.180, Exemption to
parking restrictions - Issuance of permit, Subsection (B) is hereby amended to read as

10.16.180 (Bl "The Director of Facilities Management/Parking Control shall issue
a preferentia permit not to exceed four permits per dwelling, to persons whose
residence is adjacent to designated streets in a time limit parking zone when
permitted by resolution and upon application therefor. A fee shall not be required
for issuance or reissuance of any preferential parking permit.
The permits shall be valid for only the same block upon which the residence or
business is located or in cases of corner locations, the permits shall be valid on the
two contiguous blocks. The permits shall be valid for the period specified thereon.
The permit shall be disQlayed on the vehicle as directed by the Director of Facilities
Management/Parking ControL"
