R-3 MULTI-FAMILY ORDINANCE - Committee recommended approval with the following changes to the resolution: a. A story is defined as habitable living space. An additional story of living space may be built in the interior of a complex as long as the overall height does not exceed 35 feet. A parking struc- ture built within the complex 40% below abutting grade shall not be considered habitable living space. b. Carports must screened on three Review Committee. be structurally enclosed or sides as approved by the Design 2. IMMOBILIZING VEHICLES - HABITUAL PARKING OFFENDERS - Committee recommended approval and asked for municipal code to be changed and purchase of boots go forward upon Council approval. 3. LEVEL PATHS OF TRAVEL ACROSS DRIVEWAYS Item continued. City Attorney and City Engineer to research, review, analyze and report back to Committee by June 5, 1986. 4. DRIVEWAY FILL-INS - MC CHAPTER 12.92 - On a 2-1 vote (Councilman Strickler voting no) the Committee recommended the City declare and define driveways as a public nuisance, to repair and place cost on owners taxes. #13 - . . .......'" . , , \.. V 5. PLAN CHECK SERVICES PROPOSALS - Committee recommend- ed approval. 6. ORDINANCE AMENDING MC SECTION 5.04.295 PROVIDING THAT PERSONS UNDER EIGHTEEN SHALL NOT BE PERMITTED IN AREAS WITH COIN-OPERATED GAME MACHINES FROM 7:00 A.M. TO 3:00 A.M. ON SCHOOL DAYS AND WITHIN 500 FEET OF SCHOOL - Committee recommended item be tabled. City Attorney to recommend to School District that truancy system can be applied. ) 7. PLANNING LETTER OF AUTHORIZATION - DECLARATION IN LIEU OF NOTARIZATION - Committee recommended approval. 8. SEWER CAPACITY RIGHTS - Committee recommended presentation be given in Executive Session at Budget Bearing on May 27. 9. BUILDING & SAFETY DEMOLITON PROCESS - Committee accepted oral report and requested staff to develop guide- lines and system so that scheduled demolitons occur properly and in a timely manner and not be returned for one appeal after another.
