Synopsis of Previous Council action:
5-21-84 --- Resolution No. 84-190 adopted awarding a contract for maintenance
of landscaping in Assessment District No. 952 to Sandahl's
Landscape and Maintenance for the low bid price of $13,800.00,
from 7-1-84 to 6-30-85.
6-03-85 -- Resolution No. 85-200 adopted awarding a contract to J & R
Landscape Maintenance Co., Inc. for the low bid price of
$16,800.00.
Recommended motion:
Adopt resolution.

STAFF REPORT
Bids for this landscape maintenance project were opened at 2:00 p.m.
on Tuesday, 5-20-86.
A total of 3 bids were received, ranging from $16,800.00 to $19,800.00.
The low bid price of $16,800.00 is 29.6% under the Engineer's Estimate of
$23,876.00.
Listed below is an estimate of the total cost of providing these
landscaping maintenance services from 7-1-86 to 6-30-87, based upon the
actual low bid price:

The Notice to Proceed will be effective on July 1, 1986. The contract
will be in effect until June 30, 1987. Bids will be solicited for a new
contract commencing on July 1, 1987.
Funding for the costs incurred on this project will be provided pur-
suant to Resolution No. 81-235, adopted on June 15, 1981, which orders the
installation and maintenance of the landscaping. The landscaping was installed
under a previous contract. Costs for maintenance will be pre-funded by the
City, as set forth in the Resolution of Intention (Resolution No. 81-33), and
the amount reimbursed through assessments levied on all parcels within the
district for the following fiscal year.
Supervision of the maintenance effort will be provided by the Depart-
ment of Parks, Recreation and Community Services, who has reviewed the bids
and agrees to awarding a contract.
We recommend that a contract be awarded to the low bidder.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT
3 TO J & R LANDSCAPING FOR MAINTENANCE OF LANDSCAPING IN PORTIONS OF
UNIVERSITY PARKWAY, COLLEGE AVENUE, 48TH STREET, KENDALL DRIVE
4 (STATE ROUTE 206), NORTHPARK BOULEVARD AND LITTLE MOUNTAIN DRIVE.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. J & R Landscaping is the lowest responsible bidder

Assessment District No. 952, in accordance
wi th Pl an No. 6056-A (1985-86) for the total amount of $16,800.00,
a contract is awarded to said bidder accordingly, but such award
shall be effective only upon the contract being fully executed by
the parties; all other bids therefor are hereby rejected; and the
Mayor is hereby authorized and directed to execute said contract on
behalf of the City; a copy of the contract is attached hereto,
marked Exhibit "A" and incorporated herein by reference as fully as
though set forth at length.
SECTION 2. The contract authorized by this resolution shall
not take effect until fully signed a~d executed by both parties.
Neither party shall be obligated hereunder unless and until the
contract is fully executed and no oral agreement thereto shall be
implied or authorized.
