The applicant requests approval to change the land use zoning district from R-1-7200, Single-Family Residential to R-3-l200, Multi-Family Residential. The sUbject property is currently developed with a single-family residence, and consists of approximately .17 acre located at the southeast corner of 18th Street and Genevieve Way. 2. Land uses and zoning surrounding the site include: single-family residences zoned R-1-7200 to the south and west, and nonconforming single-family residences zoned R-3-l200 to the north and east. Several properties in the vicinity have been developed with dual or multi- family uses, however, all properties adjacent to the site have been developed with single-family uses. 3. The proposed Change of Zone would conform with the San Bernardino General Plan, which designates the site and surrounding properties for medium to high density residential uses at 15-36 units per acre. 4. Although the proposed change of zone would conform with the General Plan, it would not be consistent with the existing land use or zoning pattern in the area. The block of which the property is a part is zoned R-1-7200 in its entirety; with all development consisting of single-family residences. Thus, the approval of an R-3- 1200 zoning classification for the site would allow multi-family development in an area zoned for, and developed with single-family uses and would represent a spot zone within an established single-family neighborhood. Additionally, the lot does not conform with the minimum width and depth requirements for the R- 3 zone, limiting the feasibility of multi-family development on the site. 5. The proposed change of zone would not adversely impact existing traffic arterials or circulation. At their regularly scheduled meeting on March 27, 1986, the Environmental Review Committee recommended the issuance of a negative declaration for Change of Zone No. 86-8.
