STAFF REPORT
SBl19 allows the establishment of a County SAFE (Service
Authority for Freeway Emergencies). The bill allows a County
SAFE to impose a fee up to $1.00 per registered vehicle per
year to construct and operate a freeway call box system.
Representatives of each city and the County of San Bernardino
through SANBAG agreed to lead the establishment of such an
authority. An opinion from Riverside County Attorney stated
that each County must pursue its own SAFE. Riverside County
and its cities have struck out on their own. Orange County
has adopted the plan and is already accumulating the funds.
The enclosed resolution has been adopted by the following

FORMATION OF A SERVICE AUTHORITY FOR FREEWAY
EMERGENCIES (SAFE)
Adopt the attached resolution requesting formation of a
Service Authority for Freeway Emergencies (SAFE) to be
established for San Bernardino County.
To allow for a freeway call-box emergency motorist aid
system to be established on freeways and major highways
within San Bernardino County. The call boxes will provide
a valuable service for public safety and convenience.
. Senate Bill 1199 enables counties to establish a SAFE
responsible for implementation, management and financing
of an emergency aid system in coordination with local
governments, Caltrans, the Highway Patrol, and Department
of Motor Vehicles. The SAFE is also authorized to impose an
annual fee of $1.00 on each vehicle registered in the County,
to be collected by the Department of Motor Vehicles at the
time of registration.
The creation of a SAFE must be authorized by the County
and a majority of the cities having a majority of the popula-
tion in the Coanty, The SAFE will consist of seven members:
two members selected by the Board of Supervisors and five
members jointly selected by the affected cities. These
appointments will be made upon the collection of a sufficient
number of resolutions to create the SAFE. San Bernardino
Associated Governments (SANBAG) will provide staffing and
coordination of the SAFE program.

A report prepared for SANBAG by Arthur Young indicates
that a system developed in cooperation with Riverside
County could generate sufficient revenue to operate a
network of approximately 800 call boxes on major highways
throughout the two counties spaced at intervals of 1, L
or 1 mile, as required by traffic volumes. Caltrans and the
Highway Patrol must approve the call-box implementation
plan. The Highway Patrol will provide central dispatching
services.
A $1.00 addition to vehicle registration in San Bernardino
County will generate approximately 5690,000 annually to
finance the call-box program. This action will have no
financial impact on the San Bernardino County budget.
. The SANBAG Board of Directors endorsed the formation of a
SAFE on April 2, 1986. This item has been reviewed by the
Office of Public Safety, Department of Transportation/ Flood
Control, Communications, and County Counsel.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO PROVIDING FOR THE
ESTABLISHMENT OF A SERVICE AUTHORITY FOR FREEWAY EMERGENCIES.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
4 SAN BERNARDINO AS FOLLOWS:
5 SECTION 1. Recitals.
6 A. Streets and Highways Code Section 2550 provides for the
7 establishment of a Service Authori ty for Freeway Emergencies
8 (SAFE) if the Board of Supervisors of the county and a majority of
9 the cities within the county having a majority of the population
10 adopt resolutions providing for the establishment of the
11 authority.
12 B. The Mayor and Common Council find that a freeway
13 emergency motorist aid system is needed to protect the safety of
14 motorists on freeways.
15 C. The Mayor and Common Council find that a freeway
16 emergency motorist aid system is needed to reduce the time spent
17 by law enforcement officers responding to routine vehicle
18 disablements.
19 D. SAFE will have responsibility for implementing a freeway
20 emergency motorist aid system in the San Bernardino/Riverside
21 County region.
22 SECTION 2. Implementation.
23 A. The Mayor and Common Council hereby request that a
24 Service Authority for Freeway Emergencies be established in the
25 Counties of San Bernardino and Riverside pursuant to Section 2550
26 of the Streets and Highways Code.
27 B. The Mayor and Common Council suggest that the members of
28 the San Bernardino Associated Governments/Riverside County

1 Transportation Commission shall serve as the Service Authority for
2 Freeway Emergencies in the counties of San Bernardino and
3 Riverside, and consent designation of these entities as the
4 entities responsible for providing such services.
