CI~Y OF SAN BERNARD~O - REQU&T FOR COUNCIL AC~ON STAFF REPORT Over the past year there has been a growing recognition that the dropout rate among our community's high school student population is a significant problem. Studies indicate nearly one of two Hispanic students in San Ber- nardino drop out of school before receiving a high school diploma. The Mayor and Common Council acting through the Redevelopment Agency have award- ed funds to combat the problem in a cooperative effort with the San Bernardino City Unified School District. During the past twelve months the Villasenor Library Citizens Task Force reviewed the services and potential of the branch library and they recom- .mended the Library provide formal education programs to help young people succeed in school, and that such programs should include research skills, study skills, bilingual and bicultural materials, computer skills and career guidance. The California annually dispenses Library Services and Title I funds for innovative library service programs. a draft proposal submitted by the Library and felt the had definite merit. The Library Board committed itself to provide a reading program for high school age youngsters with appropriate monitoring and incentives, ranging from donations of phonograph records to free movie passes and pizza parties. In addition the grant includes a work study component that will develop specific work related skills for students actively seeking their G.E.D. The proposed application represents no continuing expense to the City upon the conclusion of the project. The San Bernardino City Unified School District has reviewed the proposal and supports it on the basis that it complements their efforts rather than duplicates existing programs. \ - "-' /'", ~ ) 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE SAN BERNARDINO PUBLIC LIBRARY TO APPLY FOR LIBRARY SERVICES AND 3 CONSTRUCTION ACT -- TITLE I FUNDS TO DEMONSTRATE THE VILLASENOR LIBRARY'S SERVICES CAN REDUCE THE HISPANIC HIGH SCHOOL STUDENT 4 DROP-OUT RATE. 5 WHEREAS, studies indicate nearly one of two Hispanic 6 students in San Bernardino drop-out of school before receiving a 7 high school diploma, and 8 WHEREAS, the City of San Bernardino has committed itself to 9 work cooperatively with the San Bernardino City Unified School 10 District to address the significant problem of school drop-outs, 11 and 12 WHEREAS, the Villasenor Library Citizen Task Force has made 13 recommendations that the Library provide formal education 14 programs to help children succeed in school, and that such 15 programs should include research skills, study skills, bilingual 16 and bicultural materials, computer skills and career guidance, 17 and 18 WHEREAS, Federal funds from the California State Library may 19 be available through Title I of the Library Services and 20 Construction Act to support such a demonstration project, and 21 WHEREAS, the Board of Trustees of the San Bernardino Public 22 Library voted unanimously to submit a grant application to reduce 23 the high rate of drop-outs among Hispanic youth, and 24 WHEREAS, the proposed application represents no continuing 25 expense to the City at the conclusion of the project, 26 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON 27 COUNCIL OF THE CITY OF SAN BERNARDINO that the San Bernardino 28 . c o "'"'" v .....,I ."~~" 1 Public Library is authorized to apply for Library Services and 2 Construction Act Funds -- Title I to demonstrate the Villasenor 3 Library's services can reduce the Hispanic high school student 4 drop-out rate. 5 I HEREBY CERTIFY that the foregoing resolution was duly 6 adopted by the Mayor and Common Council of the City of San 7 Bernardino at a meeting thereof, held on 8 the day of , 1986, by the 9 following vote, to wit: 10 11 12 13 14 15 16 17 18 of 19 20 21 Approved as to form: 22 AYES: NAYS: ABSENT: City Clerk The foregoing resolution is hereby approved this day , 1986.
