STAFF REPORT
On June 11, 1984, the City Attorney was authorized to initiate
eminent domain proceedings to acquire certain property for
the construction of the Tippecanoe Avenue Bridge project.
Parcel 15 is one of several parcels for which eminent
domain proceedings were initiated. This parcel was
appraised by a county appraiser at a value of $66,500.
Brion Corporation, the owner of the property, demanded
$110,000. Robert O. Cooley, a real estate appraiser, was
retained by the City to make an independent appraisal.
Mr. Cooley's appraisal indicates that the value of the
subject parcel is $91,150. In view of the amount of this
appraisal, City representatives met with representatives of
the Brion Corporation, and through negotiation arrived at
an agreed value of $90,000 for this parcel.
It is recommended that the Mayor and Common Council approve
that amount for the acquisition of the subject parcel.
This approval is, however, subject to review by CalTrans
before payment can be made.

1. ORDINANCE RE OUTDOOR SALES AND DISPLAYS Item
continued. A public hearing was held for input on this
ordinance. The City Attorney was asked to amend the ordi-
nance to include -four times per year, no more than once in
any 30-day period. New or unused merchandise would be
permitted provided it did not usurp. . .- The Development
Review Committee would review extenuating circumstances and
special requests. The attendees would be mailed a copy of
the change and provide input for the June 19 meeting.
2. CITY'S DEMOLITION POLICY -Item continued. Building
and Safety Department will present additional information at
June 19 meeting.
3. -MOVE-ON- ORDINANCE - Item continued. City Attorney
and Planning Director to review and correct the ordinance.
4. CITY BALL OFFICE SPACE STUDY - Committee recommended
approval. They also recommended the Mayor and Council
discuss a rate increase for Water Department andRDA. The
City Administrator was asked to establish a schedule and
phase implementation plan. The recommendation by the City
Administrator to implement a records management policy was
received favorably. Administrative action will be taken to
go forward on this.

5. STANDARD POLICY FOR ESTABLISHMENT OF ASSESSMENT
DISTRICT - The Committee recommended approval with a change
to the appeal procedure - the appeal would go to the Mayor
and Council. The Committee recommended dissolution of the
Assessment Bond Policy Ad Hoc Committee in conjunction with
the acceptance of this policy.

1. ORDINANCE PROHIBITING PARKING OF MOTOR VEHICLES ON
FRONT OR SIDE OF RESIDENTIAL PROPERTY. Public Hearing
opened. Mr. Schuma explained present ordinance. The Chair-
man asked the audience to disregard the proposed ordinance
and after discussion, with the concurrence of the majority of
citizens in the chambers, the following changes as additions
to the San Bernardino Municipal Code are recommended:
A. Recreation vehicle, boat or trailer parking is
allowed on private property so long as:
1) It is in operative condition with tires inflated
to normal operating pressure.
2) It does not extend or encroach onto the public
right of way.
3) No trash, weeds or debris are accumulated on,
underneath or around it.
4) Current state vehicle code provisions are being
met.
5) They must be parked on an improved surface.
B. Occupancy of a recreation vehicle, trailer, or
camper will not exceed thirty days.
