HARDGRAVE, DirW8'fD._A''''lfts~: Publ ic works/Engineering1986 JUN -5 PM 3: 59 June 3, 19B6 Authorization to Proceed: Cajon and June Acquisition District Dept: Date: Synopsis of Previous Council action: None Recommended motion: That the City Engineer and City Clerk are authorized to proceed with initiating proceedings for the establishment of an assessment district under the provisions of Chapter 12.90 of the San Bernardino Municipal Code and that the City Engineer is directed to prepare an Engineer's Report for the acquisition of all off-site improvements in Tentative Tract No. 13274 and the sewer in Cajon Boulevard located in the area of Cajon Boulevard and June Street, in the City of San Bernardino. The Director of Public Works is also authorized and directed to enter into agreements with M. F. Whipple & Co., Inc. as Financial Consultant, Nazarek, Harper, Hopk ins & McFarl in as Bond Counsel and Albert A. The signatures affixed to the referenced petition have been checked and found to represent the owners of 100 percent of the area of the property lying within the proposed boundaries of the district to be assessed for the proposed acquisition. The Developer submitted his proposal to the Council's Assessment District Committee on May 22, 19B6, and has received approval, excluding the cost of sewer capacity rights which must be paid by the Developer. The district will be formed utilizing Chapter 12.90 of the ,Municipal Code and will be financed through the sale of 1915 Act Bonds. The estimated acquisition cost is $1,560,000.00 and will provide the 3 1;0 1 ratio to manufactured lots as required. The tract will contain 288 lots. The Developer has been working with certain Companies/Individuals in this regard and it is recommended that the Director of Public Works be authorized and directed to enter into agreements with the following: Michael F. Whipple M. F. Whipple & Co., Inc. -- to act a Financial Consultant George W. McFarl in Nazarek, Harper, Hopkins & McFarlin to act as Bond Counsel Ron Buckley Albert A. Webb Associates -- to act as Assessment Engineer Proposals have been preliminarily submitted to this Department by all of the above and all are acceptable.
