The property along Mt.'Vernon Avenue, from Highland Avenue on the north to Rialto Avenue on the south, became the commercial sub area of the Enterprise Zone. Westcom Development, located on the south side of Highland Avenue, east of Western Avenue and west of Mt. Vernon Avenue (as Mt. Vernon curves to the west), will be completed soon. Although the site is not located in the commercial sub area of the Enterprise Zone, it is within the general boundaries of the Enterprise Zone. Without the commercial designation, the project does not quali~ for the benefits and incentives provided for the commercial busine$ses on Mt. Vernon Avenue. Recently, the Redevelopment Agency staff has been contacted by two prospective tenants of Westcom Development and several more in abeyance for the rebates of business license tax. The parties were advised by staff of the circumstances that did not qualify the site for the incentives. A few months back, I brought this same project before the Mayor and Council, questioning why this project could not be included for the commercial benefits and incentives. It was suggested at that time that I review the matter more and bring back to the Mayor and Council a recommendation.
