STAFF REPORT
The requested contract action is for procurement of street
sweeper gutter broom segments, and main brooms for use in
street sweeping operations of the Public Services Department.
San Diego Rotary Broom has been the sole source for the past
two years, i.e., 1984-1985 and 1985-1986; unit prices of
$54.00 per gutter broom set and $165.00 per main broom have
remained constant. A comparison with contracts to other
cities in Southern California, namely City of Santa Ana,
Riverside and Anaheim for this material indicates the price is
valid and consistent.
Prior to awarding the Bid (F-85-23) for the fiscal,year 1985-
1986, a survey of other cities tends to bear out the fact that
prices are valid as shown as follows:

San Diego Rotary Broom has served the City's needs in a very
commendable manner, not only in the material but also in the
field of technical assistance, as well as doing special
filling on main brooms at no additional cost.
In addition the vendor committed to furnishing a modified
quick change gutter broom which is more efficient and results
in a labor savings of $25.00 to $35.00 per sweeper.
The vendor has offered to extend the present contract for
three years -- July 1, 1986 through June 30, 1989.
The vendor has offered an unsolicited bid for three years at
no increase in price. Based on the investigation of prices
with other cities on the 85/86 bid and prices for 86/87 bid,
it is recommended by both the Equipment Superintendent and the
Purchasing Agent that a three year contract is to the City's
best advantage.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO
SAN DIEGO ROTARY BROOM FOR THE FURNISHING AND DELIVERY OF STREET
SWEEPER GUTTER BROOM SEGMENTS, AND MAIN BROOMS FOR USE IN STREET
SWEEPING OPERATIONS IN ACCORDANCE WITH SPECIFICATION NO. F-85-23.
BE IT RESOLVED BY THE MAYOR ANr COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. San Diego Rotary Broom is the sole source for
the furnishing and delivery of street sweeper gutter broom
segments, and main brooms at a cost of $54.00 and $165.00,
respectively, for use in street sweeping operations in accordance
with existing Specification No. F-85-23, at a yearly cost not to
exceed $25,000.00; that the offer is satisfactory and in
accordance with Specification No. F-85-23; pursuant to this
determination, the Purchasing Agent is hereby authorized and
directed to issue a purchase order each year for three years for
said street sweeper gutter broom segments, and main brooms for
use in street sweeping operations to said vendor; and such award
shall only be effective upon the issuance of purchase orders by
the Purchasing Agent for the period of July 1, 1986 through June
30, 1989.

adopted by the Mayor and Common Council of the City of San
Bernardino at a meeting thereof,
