LEGISLATIVE REVIEW COMMITTEE June 19, 1986 ATTENDEES: Councilman Jack Strickler - Chairman, Councilman Gordon Quiel, Acting City Administrator - Ray Schweitzer, Sr. Management Analyst - Susan Chow, Deputy City Attorney - Cynthia Grace, Public Works Director Roger Hardgrave, Planning Director - Frank Schuma, Business License Supervisor Lee Gagnon, Council Executive Assistant Phil Arvizo, Mayor's Administrative Assistant - Richard Bennecke, The Sun Steve Stern, Big "0" Tires - Bob Long, Brad Henningsen, Diamond Furniture - Larry Cimarusti, Norm's Automotive Supply - Norman B. Luckinsky, Sears, Roebuck & Company - Ed Crist, Vandenberghe Development - Thomas Manfredi. 1. REQUEST TO PURCHASE 240 SEWER CAPACITY RIGHTS VANDENBERGHE DEVELOPMENT - Item tabled. Explanation of what the City and Water Department are doing to obtain rights were explained to Mr. Thomas Manfredi, representing Vandenberghe Development. It was explained that the developer was already on the list and issue would be on a "first come-first served" basis. 2. PROPOSED AMNESTY PROGRAM OUTSTANDING PARKING CITATIONS - The Committee recommended denial of an amnesty program and recommended a more diligent collection process of outstanding parking citations. Public Works Director and City Attorney were directed to review the ordinance with the objective of "tightening" it up. 3. LEVEL PATHS OF TRAVEL ACROSS DRIVEWAYS Item continued. State information has not yet been received. 4. ORDINANCE RE OUTDOOR SALES AND DISPLAYS - Committee recommended approval with changes. Interested business people were in attendance and agreed. Copies of the amend- ments are to be mailed to these attendees prior to the July 7 meeting. 5. "MOVE-ON" ORDINANCE approval with changes. The Committee recommended . . - -- - . . . 6. CITY BALL OFFICE SPACE STUDY - Item continued. The City Administrator will provide a cost of moving report at next meeting. The Committee directed the City Administrator to provide a recommendation for funding the upgrade of the IRS Building at Seccombe Lake in preparation for parks, Recreation and Community Services move to that building. 7. SUBCONTRACTS AND SUBCONTRACTING FEES - Item con- tinued to July 10, 1986. Meeting adjourned.
