T' 0.' 2-10-84 Council allocated $92,513 for preparation of the Draft and Final Environmental Impact Reports, Area Plan, Plan for Services, specific contractual --services,. County computerized mapping and miscel- laneous costs. 4-9-84 Council ratified proposed appointees to Citizen Advisory Committee. 8-27-85 Council halted all activity on Highland Area Plan and set September 9, 1985 Mayor and Council meeting for a full briefing on the Plan by the Planning Director. Council directed the Planning Director to notify the Citizen Advisory Committee that the Highland Area Plan is on hold, pending Council decision. 9-13-85 10-7-85 Highland Area Plan discussion postponed until 10-21-85. Mayor and Councilmembers Reilly, Marks and Strickler are to meet with County officials. 10-21-85 Highland Area Plan discussion continued to 11-4-85. 11-4-85 Mayor authorized and directed to formally request the San Bernardino County Board of Supervisors, as a joint venture, to conduct appropriate study for the eventual adoption of an amendment to the General Plan for the East San Bernardino, Highland and East Highlands Area. Mr. Schuma and former Mayor. Holcomb inform.me that, at the time the plan was initiated, it was never the intent of the City to receive funds from the County in order to complete the Highland Area Plan. L < County, on the other hand, excluding staff time during the processing, has expended approximately $35,000 for computer input. Approximately three-fourths of the Plan is complete and, in order to complete the Highland Area Plan, an additional four months would be necessary. Staff has prepared three alterna- tive land use plans for consideration by the Citizen Advisory Committee. Staff could begin work immediately on the draft Plan and the Environmental Impact Report. However, work on the Final Environmental Impact Report could not begin until such time as an alternative has been selected by the Citizen Advisory Committee and the Mayor and Council. Staff Report Highland Area Plan March 31, 1986 Page 3 Mayor and Council approved contracts with both PRC Engineer- ing and Earthmetrics in March of 1984 to perform said services. Both contracts have been on hold, since August,of 1985 at the direction of the Mayor and Council.
