WAYS & MEANS COMMMITTEE April 16, 1986 ATTENDEES: Councilman Steve Marks - Chairman, Councilwoman Esther Estrada, Councilman Dan Frazier, City Administrator - John Matzer, Deputy City Administrator - Ray Schweitzer, City Attorney - Ralph Prince, Deputy City Attorney Cynthia Grace, Special Assistant to Mayor - Patti Gonzales, Executive Assistant to Council - Phil Arvizo, TV Consultant - Harold Horn, Russ Lackner, Stephani Congdon 1. CABLE TV REPORT - The Committee recommended the TV study by Mr. Horn be accepted and presented to the full Council for discussion in Executive Session on April 21, 1986 at 8:30 a.m. 2. FEE INCREASE/POLICE DEPARTMENT - The Committee rec- ommended adoption of the resolution to increase fees. 3. OPERATION RETAIN PROGRAM - DR. MILDRED HENRY - Item continued. The Committee recognized a transportation problem in transporting students to the program location and re- quested a special meeting with Omnitrans - Mr. Chafin, and Dial-A-Ride - Mr. Parlas, plus a representative from Super- visor Hammock's office to pursue the issue on April 23, 8:00 a.m., in the Council Conference Room. Dr. Henry was also re- quested to furnish a comprehensive project proposal to her Project Early Outreach Program. The report is to be similar in scope and objectivity as that submitted to the Council by the San Bernardino Unified School District for the Stay In School program. The proposal will be reviewed at the April 23, 1986 ways & Means Committee meeting. 4. HANDICAPPED .BLUE CREW. PROPOSAL - Item continued. The Committee reiterated its support of the .Blue Crew. concept and, again, requested the City Administrator to provide the Committee an implementation plan with options. 5.
