STAFF REPORT
This Resolution confirms the Assessment Roll and approves the
Assessment Diagram Map No. 965 for the construction of curbs, gutters,
paving, street lights, drainage facilities, water lines and
appurtenant facilities in portions of Lassen Street and Baseline
Street.
On March 7, 1985, Resolution of Intention No.85-98 was adopted which
instituted formal proceedings .to form an assessment district in the
Lassen Street area for such construction.
All the requirements of Chapter 12.90 of the Municipal Code were
fulfilled and on May 13, 1985, the Resolution ordering work was
adopted. The charges for the establishment of the district and the
construction costs total $83,839.28 which will be paid from the
Assessment Di strict Reserve Fund and be re-couped through annual
assessments over 10 years and bearing interest at the rate of 10S per
annum on the unpaid balance if not paid in cash within 30 days from
the date of recording the Notice of Assessment.

RESOLUTION NO.
A RESOLUTION OF THE CITY OF SAN BERNAROINO CONFIRMING ASSESSMENT ROLL
3 NO. 965 FOR THE IMPROVEMENT OF PORTIONS OF LASSEN STREET ANO BASELINE STREET,
IN THE CITY OF SAN BERNARDINO, AND APPROVING ASSESSMENT DIAGRAM MAP NO.965.

WHEREAS, the Mayor and Common Council of the City of San Bernardino
San Bernardino City Municipal Code; and

WHEREAS, the Mayor and Common Council on March 7, 1986, approved the
9
Engineer's Report on the proposed assessment district, which report includes a
10
proposed assessment roll and Assessment District Map relative to Assessment
11
District No. 965; and
12

WHEREAS, pursuant to said Resolution of Intention No. 85-98, the City
of San 8ernardino proceeded without Notice and Hearing; and
14
WHEREAS, the construction has been completed and total construction
15
costs have been incurred of $77,994.80, with incidental expenses of $5,844.48,
16
totalling $83,839.28, which total construction costs are hereby approved. The
17
spread of these construction costs by individual parcels is established herein
18
on Exhibit "A" attached hereto and incorporated herein by reference, which sets
19
forth the individual assessments to be levied on each of the parcels of land
20
21
within Assessment District 965 and as shown on said assessment diagram map to
23
WHEREAS, recognizing that the total construction cost will be collec-
ted over a period of ten years at 10% interest per annum on the unpaid balance,
24
the Mayor and Common Council do determine that $16,767.84 to cover one-tenth of
25

construction costs including interest, must b~ spread to individual

parcels for 1986-87, and have been spread over the individual parcels as set

1 forth in Exhibit "AN, attached hereto, which together with Exhibit "B", is
2 hereby declared to be the Assessment District No. 965 Roll for 1986-87 for
3 the Lassen Street Improvement District,
4 NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
5 BERNAROINO DO RESOLVE AS FOLLOWS:
6 SECTION 1. That the Mayor and Common Council do hereby find and
7 determine that the proportionate costs to be levied against the parcels of land
8 within Assessment District No. 965 are correctly set forth on Assessment Roll
9 . No. 965 for the fiscal year 1986-87, Lassen Street Improvement District,
10 designated as Exhibit "A" for total costs of one year's construction costs,
11 including interest, and as Exhibit "B" for the spreading of total construction
12 costs over the individual parcels, which Exhibits are attached hereto and are
13 incorporated herein by reference, and the Mayor and Common Council do hereby
14 confirm said assessments.
15 SECTION 2. That said Assessment Diagram Map No. 965 is hereby
16 approved.
17 SECTION 3. That the City Clerk is directed to cause a copy of this
18 Resolution and Exhibit "A" only to be transmitted to the Office of the-Auditor-
19 Controller for the County of San Bernardino with the request that the indivi-
20 dual assessments be placed on the subject 1986-87 property tax bills for
21 collection together with all other property taxes.

23 the Mayor and Common Council of the City of San Bernardi no a t a
