KNUDSON P}' To THE HorlORABLE f1AYOR AND Cor.1MON COUNCI L Subject Utility Tax Exemption - Additional Information Date Aptil 16, 1986 Approved Date At the April 7, 1986, meeting of the 11ayor and Common Council, an ordinance amending Sections 3.44.140 and 3.44.144 of the San Bernardino Municipal Code received first reading and was layed over for final reading on April 21. The purpose of the ordinance is to allow low income persons to apply for an exemption from payment of utility users tax throughout the year rather than the current September and October filing period. Staff was asked to prepare an analysis to compare cost under the present two-month system to the proposed year-round syst.em. STAFFING COST During the 1985 filing period, staffing was obtained from a temporary service for approximately 950 hours between September and December. At peak times, two individuals were utilized. The cost per hour to the City was $7.29 per person and the total cost was approximately $6,900. With a year-round filing process, the renewals will be processed monthly and the work load will be hopefully evenly distributed throughout the year. A part-time employee could be hired for $5 - $6 per hour and with that employee being part-time, the cost would be a maximum of $6,200 (1,040 x $6.00). The intent would be to set certain hours during the week for public contact and expand the hours if necessary to accomodate the demand. WORKI NG AREA Office space is available on the sixth floor in the Finance Department in an area that has been used for data processing equipment. This area will no longer be needed for Data Processing purposes with the implementation of the in-house computer system. This will allow access to Finance staff when needed and provide a permanent area for the operation. OTHER COSTS Other costs involved would be mailing of renewal notices and printing of applications and informational materials.
