Recommended motion: (MAYOR & COMMON COUNCIL) . a) Approve exemption to the 120 day moratorium for Wixen Pipe & Supply subject to approval of their screening plan. The proposed development is located within the Central City South Study Area which the City Council imposed a moratorium for development for 120 days. The Wixen's diligently tried to locate a site outside the study area, but were unsuccessful in doing this. As a result, several meetings were held to discuss the open storage space which would exist when they relocated. During the Central City South Study Team meeting on April 3, 1986, considerable discussion was held on exempting the Wixens from the moratorium. It was generally agreed that since they started their plans, approval of the exemption would be justified, however, this exemption would only apply to the proposed development and would not be construed as condoning open storage yards within the study area. It was also agreed that this exemption would be subject to proper screening of the facility to prevent an unsightly view from the 1-215 freeway and future development adjacent to their parcel. Mr. Wixen presented a landscape plan that consisted of a chainlink fence on three sides of his site with high density Oleander bushes and trees. It was the general feeling of the Study Team that this was unsatisfactory and they recommended walls with trelliswork protruding at an upward angle be installed on at least two sides of the parcel to eliminate visabi1ity from the public view. Soltis Design, landscape engineers, presented several concepts of screening and the Study Team recommended they be asked to work with staff to provide sketches and cost estimates to be presented at the next Study Team meeting on April 11, 1986. It was also suggested that in order to provide sufficient screening of this facility and other areas along the 1-215 Freeway in the Study Area, communication with Ca1trans would be required. Staff recommends the following: a) Approval of the exemption to the moratorium for Wixen Pipe & Supply subject to approval of their screening plan.
