STAFF REPORT
As a result of the tragic and untimely death of Rick & Michele Speicher and their
two yuungchildren, friends and co-workers have approached the City with a proposal to
build a small memorial park on City property in their memory.
As Rick Speicher was in the professional landscape construction and maintenance
business locally and as he and his family were such a close and model family, his
friends felt there would be no greater way to preserve their memory than to con-
struct a children's park.
The group has initiated a comprehensive fund raising effort with publicity
originating through the television media, the newspaper and flyers. After surveying
other locations in the City, the group has determined that the Patton Park property,
south of Pacific would be the best location as it is only one half mile from
where the Speicher family lived. The group has developed a conceptual of the Park
and have presented it to the Parks and Recreation Commission. The Commission approved
the concept at their March 20, 1986 meeting and recommend the City work with the
group to accomplish their goal.
As the group is comprised of Rick's associates in the landscape construction
business all the labor will be donated and accomplished through volunteer help
and much of the material will be donated or purchased at cost.
The group is asking the City for permission to build the park and to assist them
in surveying, development plan review,coordination of development and with purchase
of some park furnishings.
Staff from the Mayor's Office, Parks, Recreation and Community Services Department
and Public Works Department have met with representatives of the group to discuss
the scope of the project.
Staff feels the project is worthy and will achieve the goal of the group as well as
provide a park to the City at an extremely minimal cost.
Staff recommends the park concept be approved and that staff be directed to work
with the group in achieving the development of the Park.
