STAFF REPORT
BID SPEC: F-86-12
The proposed purchase is for One New 60,000 Lb. GVW Truck With 4,000 Gallon Water Tank,
to be utilized in daily operations by the Public Services/Street Department. At the
request of the department and in co-ordination with the Equipment Superintendent, approp-
riate specifications were prepared, published and furnished to area suppliers. The fol-
lowing is a summary of bids received.

The bid of Dieterich International Truck Sales, Inc. was the lowest bid submitted.
Three exceptions to the bid were taken. The transmission MT653 in lieu of MT654, the
GVW weight of 59,360# in lieu of 60,000# and exception to the $25.00 per day liquidated
damages clause Sec. 17 - General Specifications City of San Bernardino notice to bidders.
The transmission and vehicle weight were resolved and accepted by the Equipment Super-
intendent but again we have the exception to liquidated damges. (Background information
concerning this consistant exception by this vendor was furnished Council in the Staff
Report on Bid Spec: F-86-Il.)
In view of Dieterich International Truck Sales, Inc. non compliance to the bid require-
ment the lowest and best bidder is the alternate bid of Cochran & Nichols, Inc. at a
total price of $73,901.98.
Specifications as bid have been reviewed with the Director of Public Services and the
Equipment Superintendent who concur, that the bid of Cochran & Nichols meets specifi-
cations and requirements. It is therefore recommended that the bid be accepted for
contract. The amount of $77,500.00 was included in the 1985/86 Budget for this equip-
ment.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID COCHRAN AND
NICHOLS, INC. FOR THE FURNISHING AND DELIVERY OF ONE NEW 60,000 LB. GVW
TRUCK WITH 4,000 GALLON WATER TANK IN ACCORDANCE WITH BID SPECIFICATION
F-86-I2.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BER-
NEARDINO AS FOLLOWS:
SECTION I. The bid of Dieterich International Truck Sales, Inc., for
one new 60,000 Lb. GVW truck with 4,000 gallon water tank at $65.720.00 is
hereby rejected as not meeting specifications in 1 separate area.
SECTION 2. Cochran & Nichols is the lowest and best bidder for the
furnishing and delivery of one new 60,000 Lb. GVW truck with 4,000 gallon
water tank in accordance with Bid Specification F-86-I2 for the total amount
of $73,901.08; pursuant to this determination, the Purchasing Agent is hereby
authorized and directed to issue a purchase order for said one new 60,000 Lb.
GVW truck with 4,000 gallon water tank to said lowest and best bidder; such
award shall only be effective upon the issuance of a purchase order by the
Purchasing Agent; and all other bids therefor are hereby rejected.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by the
Mayor and Common Council of the City of San Bernardino at a
