Agenda Item NO,fJ:, ~ - CIT.OF SAN BERNARDI. - REQUE" FOR COUNCIL ACWN STAFF REPORT BID SPEC: F-85-38 The proposed purchase is for One New Two Ton Asphalt Roller Compactor, to be utilized in daily operations by the Public Services/Street Department. At the request of the department and in co-ordination with the Equipment Superintendent, appropriate speci- fications were prepared, published and furnished to area suppliers. Bids were publicly opened and declared on October 30, 1985. The follow is a summary of bids received. COMPANY NIXON-EGLI EQUIPMENT CO. EQUIPMENT ROSCD/VIBRASTAT III TOTAL BID INCL. TAX $14,796.13 Out of 18 bidders solicited the response was as follows: 1. Nixon-Egli responded with a bid of $14,796.12. Ten others responded with their reasons for NO-BID which are: 1. Carde Pacific Corp. - "We do not have a machine meeting your specifications available to sell." 2. Ingersoll-Rand - "Per our territorial agreement with our dealer in San Bernardino, W.K. Equipment, your bid was sent to them for processing." 3. Orange County Equipment Equipment Co. - "Out of town and unable to get bid in on time." 4. F.M.C. - "We do not manufacture a two ton roller." 5. AA Equipment Rentals, Inc. - "We were unable to bid this request because we do not represent a manufacturer whose product will meet your specifications." 6. Shepherd Machinery - "The City of San Bernardino is outside Shepherd Machinery Company's servi ce terri tory. " 7. Ferguson Manufacturing Co. - "In the State of California, we submit bids only through our California dealer." 8. Mustang Equipment Co. - "Postal Department attempted delivery, address not known." 9. W.K. Equipment - "Your bid request specified non-vibratory rollers, we could not meet your spec's because our I & R units are vibratory. 10. United Equipment Co. - "No Bid - Thank you." 75-0264 . . . . . . The bid of Nixon-Egli Equipment Co. was pursued to ascertain if the price offered was fair and reasonable. The County of NAPA California was able to furnish a com- parable. NAPA County purchased a ROSCO/VIBRASTAT III for $13,308. with a gasoline engine. The City of San Bernardino specified a diesel engine. $1,480.00 plus $B8.80 tax for a total difference of $1,568.80. The specifications between the two rollers as bid have been reviewed with the Equipment Superintendent and Director of Public Services who concur the bid is reasonable and the difference of $1,568.80 is the diesel engine requirement of the City. It is felt the bid of Nixon-Egli Co. meets specifications and requirements, and is fair and reasonable. It is therefore recommended that the bid be accepted for con- tract. F-85-38. I! . . . RESOLUTION NO. BE IT RESOLVED TY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BER- NARDINO AS FOLLOWS: SECTION 1. The Nixon-Egli Equipment Co. is the sole bidder for the fur- nishing and delivery of one new two ton asphalt roller in accordance with Specification No. F-85-38, at a total cost of $14,796.13; that such bid is satisfactory and in accordance with Specification F-85-38; pursuant to this determination, the Purchasing Agent is hereby authorized and directed to issue a purchase order for said one new two ton asphalt roller to said lowest and best bidder; and such award shall only be effective upon the issuance of a purchase order by the Purchasing Agent.
