which provided for the establishment of the Cammmity Developnent o:mnission of
the City of san Bernardino ani authorized the o:mnission to urxiertake certain
functions with respect to the Recl.evel,+,....ut Agerr::y of the City of san Bernardino.
'!he ordinance also provides that certain additional powers, as loIell as the autho-
rity to administer ani manage the operations of the o:mnission ani the Agerr::y,
could be established, delegated, m:xlified or repealed by resolution of the Mayor
and n.",,""l Collncil.
'!he attached resolution delegates to the Cammmity Devel~tt O'mniR'Sion certain
expanded powers ani authority in oonnection with the establishment of the Economic
Developnent Agerr::y ani the reo1:ganization of the rhmmnrl.ty Developnent Deparbnent

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO
AMENDING RESOLUTION NO. 81-594 AND DELEGATING
TO THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF SAN BERNARDINO CERTAIN POWERS AND
AUTHORITY IN CONNECTION WITH THE MANAGEMENT
AND OPERATION OF THE ECONOMIC DEVELOPMENT
AGENCY
WHEREAS, the City of San Bernardino (the "City") has
previously adopted its Ordinance No. MC-105 on October 5, 1981,
providing for the establishment of the Community Development
Commission of the City of San Bernardino (the "Commission"), to
undertake certain functions with respect to the Redevelopment
e Agency of the City of San Bernardino (the "Agency") and the
community development activities within the City; and
WHEREAS, Ordinance No. MC-105 provides that the Mayor and
Common Council shall act as the Commission and also provides for
the exercise of certain powers by the Executive Director of the
Commission all as further set forth in Municipal Code
Section 2.40.010 through 2.40.060, inclusive; and
WHEREAS, Ordinance No. MC-105 also provides that certain
additional powers as well as the power and authority to administer
and manage the operations and activities of the Commission and the

Agency may be established, delegated, modified or repealed by
resolution of the Mayor and Common Council; and
WHEREAS, the City has previously adopted its
Resolution No. 81-594 dated December 8, 1981, providing for the
delegation of certain powers to the Commission including, but not
limited to, the power to manage the operations of the commission
and the Agency through an Executive Director; and
WHEREAS, the City has previously initiated the
restructuring of certain City departments and City related
functions in order to better organize and operate the functions of
housing, community development, economic development and
redevelopment within the City; and
WHEREAS, pursuant to restructuring goals of the City, the
City has established the Economic Development Agency to oversee and
control the activities and functions of various departments in the
City involved in housing, community development, economic
development and redevelopment activities; and
WHEREAS, the Economic Development Agency shall exercise
authority and control over the Development Department of the City,
the San Bernardino Convention and Visitors Bureau of the city, the
San Bernardino Main Street Program and the Economic Development
Council; and

WHEREAS, the Economic Development A-gency is administered.
and controlled by an Agency Administrator (the "Agency
Administrator"); and
WHEREAS, the Commission deems it desirable to delegate to
the Agency Administrator certain powers and authority; and
WHEREAS, the City deems it desirable at this time to
further implement Ordinance No. MC-105 and specifically Municipal
Code section 2.40.030 and amend Resolution No. 81-594 to provide
for the delegation of certain additional powers to the Commission
in connection with the establishment and operation of the Economic
Development Agency.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO, CALIFORNIA, DO HEREBY FIND, RESOLVE, DETERMINE
AND ORDER AS FOLLOWS:
section 1. Pursuant to San Bernardino Municipal Code
Chapter 2.40.030, the power and the authority of the commission are
hereby expanded to include the following:

The Commission shall have power and authority to
administer, operate, manage and control the
operations and activities of the Economic

its component divisions and departments.
b) As part of the administration, operation, control
and management of the Economic Development Agency
the Commission shall also administer and oversee
the operations and activities of the Development
Department, the San Bernardino Convention and
Visitors Bureau, the San Bernardino Main Street
Program and the Economic Development Council.
Section 2. The Commission may further delegate and
establish any or all of the power and authority of the Commission
e in the Agency Administrator of the Economic Development Agency.

Section 3. The administration and management of the
operations and activities delegated by the foregoing sections shall
be subject to the powers of the Mayor as set forth in the
Bernardino Municipal Code section 2.40.050.
