the FY 1990/1991 coro allocation for the purpose of upgradin;J the lighti.n:J ani
sotmd systems at the sturges AuditoriUlll.
On Febroazy 22, 1991, Devel'-'l:'"lIeut Department staff oorrlucted a preliminazy mni-
tori.n:J of the Sturges AuditoriUlll to analyze user infomation in order to detennine
ccnrpliance with federal regulations requiri.n:J that at least fifty-one percent
(51%) low ani IlCderate incane persons benefit fran the use of said funjs. 'lhis
information was to be in place prior to any experxiiture of COB; funjs to ensure
0CIl'Ip1iance with In-UYLCUlI requirements.
At the time of application for said funjs, the sturges center for the Fine Arts
assured staff that low ani IlCderate i.noa1le groups \IOUld utilize the facility,
which \IOUld ensure ccnrpliance with HUD requirements. Infomation sul:8nitted by the
center is insufficient to detenni.ne OCIl'Ipliance with the COB:; program. Failure to
meet the mi.niJIIum requirements \IOUld result in a JlClI'lCC:lItl1ianoe fi.n:ling' ani \IOUld
require the City to reimburse the U.S. Department of Housi.n:J ani Urtlan DevelOJ;lllBl'lt
for any ani all expeOOed COB:; fuIx:ls.
Because of the desirability of this project ani the need to 1.lpgI'ade the lightirg
ani public address systems, staff reccmnen::is the use of COllateralized Mortgage
Obligation residual funjs. 'n1e funjs are Ul'll:eStricted ani \IOUld allow the project
to go forward as originally envisioned.
