On Febroazy 22, 1991, Devel'-'l:'"lIeut Department staff oorrlucted a preliminazy mni- tori.n:J of the Sturges AuditoriUlll to analyze user infomation in order to detennine ccnrpliance with federal regulations requiri.n:J that at least fifty-one percent (51%) low ani IlCderate incane persons benefit fran the use of said funjs. 'lhis information was to be in place prior to any experxiiture of COB; funjs to ensure 0CIl'Ip1iance with In-UYLCUlI requirements. At the time of application for said funjs, the sturges center for the Fine Arts assured staff that low ani IlCderate i.noa1le groups \IOUld utilize the facility, which \IOUld ensure ccnrpliance with HUD requirements. Infomation sul:8nitted by the center is insufficient to detenni.ne OCIl'Ipliance with the COB:; program.
