REOUEST Staff requests that the Mayor and Common Council adopt the attached Ordinance to amend the Urgency Ordinance Table of Permissible Uses land use classification 15.300 to allow heliports and helipads in the IH - Industrial Heavy and IE - Industrial Extractive land use designations with a Condi- tional Use Permit. BACKGROUND This request stems from a application by Rockwell Interna- tional to activate a heliport at their facility on Cooley Court. The Rockwell facility is located in the IH - Indus- trial Heavy land use designation. In accordance with the Table of Permissible uses a heliport is not a permitted use in the IH - Industrial Heavy land use designation. CALIFORNIA ENVIRONMENTAL OUALITY ACT The request is exempt from CEQA under Section 15061 (b)(3). ANALYSIS The Table of Permissible Uses, allows heliports and helipads classifications: Use Classification No. 15.300 in the following land use CO-l, CG-1, CG-2, CR-3, OH, OIP, IL, PF, Commercial Office General Commercial General Commercial Commercial Regional Commercial Heavy Office Industrial Park Industrial Light Public Facilities The IH - Industrial Heavy and IE - Industrial Extractive land use classifications are more intense land use designations; therefore, heliports or helipads are less likely to adversely impact adjacent land uses. The proposed Development Code allows for heliports and helipads in all of the above-noted land use designations including the IH - Industrial Heavy and IE - Industrial Extractive land use designations with a conditional Use Permit. e e e Amendment to ordin~ce 664, Chapter 19.83.300 Mayor and Common Meeting of March 11, 1991 Page 2 . As mentioned previously, the proposed Development Code, if adopted, would alleviate these inconsistencies. However, an amendment to the Table of Permissible Use is necessary at this time to allow development such as the Rockwell heliport to proceed in a timely manner. RECOMMENDATION staff recommends that the Mayor and Common Council adopt the Ordinance amendment.
