03-09-87 -- 35 mile per hour speed limit was adopted on "H" Street,
between Base Line Street and Marshall Boulevard.
Recommended motion:
That further reading of the ordinance be waived and
it be laid over for final adoption.

STAFF REPORT
The Engineering Division was requested to establish a
speed limit on "H" Street, between Fifth Street and Base Line
Street. However, the portion between Fourth Street and Sixth
Street is under the jurisdiction of Caltrans.
The study was expanded to include the section between
Base Line Street and Marshall Boulevard, since this portion was
due for the legally mandated 5-year review. This review is
required in order for radar to be used to enforce the speed
zone.
The study found that the critical speed (85th
percentile) on "H" Street ranges between 37 and 42 m.p.h., and
averages 39 m.p.h. Based on the speed survey and other data
accumulated by the study, we recommend a 35 m.p.h. speed limit
be established on "H" Street, between Sixth Street and Base Line
Street. "H" Street is already posted with a 35 m.p.h. speed
zone, from Base Line Street to Marshall Boulevard, and we
recommend no change in this section, based on the recent survey.
We recommend that the ordinance be approved.

2 ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION
10.52.020 OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING A
3 SPEED ZONE ON "H" STREET OF THIRTY-FIVE MILES PER HOUR BETWEEN
SIXTH STREET AND BASE LINE STREET.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
5 BERNARDINO DO ORDAIN AS FOLLOWS:
6 SECTION 1. Section 10.52.020 of the San Bernardino
7 Municipal Code is amended to read:
8 "10.52.020 THIRTY-FIVE MILES AN HOUR
9 In accordance with and pursuant to the authority of
10 sections 22357, 22358, and 22360, of the California Vehicle Code,
11 the Mayor and Common Council do hereby determine and declare,
12 upon the basis of an engineering and traffic investigation, that
13 a Prima Facie Speed Limit of Thirty-Five miles per hour shall be
14 established upon the following streets or portions thereof in the
15 City:
16 ARROWHEAD AVENUE: Between Seventh Street and Highland
17 Avenue.
18 'D' STREET: Between Sixth Street and Twenty-Eighth
19 Street.
20 EUCALYPTUS AVENUE: Between Mill Street and Rialto

Between Electric Avenue and Waterman
FORTY-EIGHTH STREET: Between Kendall Drive and Electric
