STAFF REPORT
Bids for this project were opened at 2: 00 p.m. on
January 22, 1991.
A total of 9 bids were received, ranging from $22,445.50
to $66,059.00. The low bid of $22,445.50 is 40% under the
Engineer's Estimate of $37,500.00.
Listed below is the total estimated project cost, based
upon the actual low bid price:

TOTAL ESTIMATED PROJECT COST
The recommended additive alternates are furnishing spare
sign blades for those locations that are most frequently
damaged. Due to the high reflectivity of the specified signs
and letter spacing, it is more cost effective to have signs
"pre-made" and in stock that match the new pattern.
CDBG funds have been allocated in Account No. 121-544-
52544-00000-0026, in the amount of $50,000.00 to fund this
project.
Staff recommends adoption of the resolution awarding the
contract.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO IPS SERVICES, INC. FOR INSTALLATION OF STREET NAME
SIGNS ON BASE LINE STREET, FROM CALIFORNIA TO WINDSOR AND ON MT.
VERNON AVENUE, FROM MILL STREET TO TWENTY-FIRST STREET.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. IPS Services, Inc. is the lowest responsible
for:

Signs on Base Line
Street
8 Street, from California to Windsor, and on Mt. Vernon Avenue,
9 from Mill Street to Twenty-First Street, in accordance with Plan
10 No. 8322; and a contract is awarded to said bidder accordingly
for the total amount of $22,445.50 for the Basic Bid plus the sum
of $1,260.00 for an Additive Alternate, for a total of
$23,705.50, but such award shall be effective only upon the
contract being fully executed by the parties; all other bids
therefore are hereby rejected; and the Mayor is hereby authorized
and directed to execute said contract on behalf of the City; a
copy of the contract is attached hereto, marked Exhibit "A" and
incorporated herein by reference as fully as though set forth at
length.
SECTION 2. This contract and any pmendment or modi fica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
25 intended or authorized and shall not be implied from any act or
26 course of conduct of any party.
27 SECTION 3. This resolution is rescinded if the parties
28 to the contract fail to execute it within sixty (60) days of the
