STAFF REPORT
On May 6, 1986, stsff met with Mr. Greg Garcia to study the revised Beautification
Program that was submitted to the Community Development Commission on
March 17, 1986. After close study, it was agreed that the Beautification Program
should be submitted back to the Redevelopment Committee for reconsideration with
only a change in the Beautification boundaries.
On May 8, 1986, the Redevelopment Committee recommended approval of the revised
Beautification Program as submitted.
On May 8, 1986, staff received memorandums of support from Mayor Evlyn Wilcox and
Mr. Greg Garcia regarding the Beautification Program (please see attached).
Attached for your review and recommendation is our revised Beautification Program
and an update of our current beautification activities.

BEAllTIFlCATION PROGIlAH
I.
ADUNISTRArION
The Beautification Program shall be administered by the Redevelopment
Agency.
II. FORMS OF ASSISTANCE
a) Grants
For applications wherein the total project cost is $2,000 or less,
the Agency shall consider granting 50% of the total project cost,
not to exceed $999.
Grant funds will not be approved for reroofing or for resurfacing
of parking lots/driveways. Patching and cutting of parking lots
will be considered.
b) Loans
For applications wherein the total project cost exceeds $2,000, the
Agency will consider granting up to $999 and lending to the
applicant the cost above $999, not to exceed $10,000.
- The interest rate for the loans as follows:
Loan Amount Interest Rate
$ 0 $ 2,000 5% 5 Years
2,001 - 4,000 5% 5 Years
4,001 - 6,000 5% 5 Years
6,001 - 10,000 5% 5 Years
All loans shall be amortized over a 5 year period. If the loan is
repaid on or before it is 2 1/2 years old, the interest rate shall:
be reduced 50%; and a credit towards the principal amount will be
given to the applicant for the reduced interest rate.
Loan fees will be charged at the time of origination of the loan in
the amount of 2% of the loan amount. These fees will be used to
pay for appraisal, credit report, preliminary title report and
staff time.
All loans will be secured by property being improved.

III APPLICATION Pll.OCESS
Application will be considered on a first-come, first-serve basis. Priority
shall be given to those who have been put on notice or cited by the More
Attractive Community Committee (MAC) as having violations that must be cured.
All requests for Beautification funds shall be submitted on an application
fom and shall include a complete description of the work to be done, an
itemized cost estimate of same and a copy of the notice or citation from MAC,
if applicable.
a) Grants
Staff is authorized administratively to approve all grants of $999 or
under. An information memorandum shall be transmitted to the Commission
on each grant recommended for approval by the staff. If no response is
received by the staff from the Commission in seven days, the grant shall
be considered approved.
b) Loans
Staff is authorized to approve all loans under $5,000. An infomation
memorandum shall be transmitted to the Commission on each loan
recommended for approval by staff. If no response is received by staff
from the Commission within seven days, the loan shall be considered
approved.
All applications for loans exceeding $5,000 shall be submitted to the
Redevelopment Committee for recommendation. The recommendation of the
Redevelopment Committee shall be submitted to the full Commission for
approval.
IV.
DISTlUBUTION OF PROCEEDS
a) Grants
Grant funds shall only be disbursed after the work has been completed :
and inspected by staff. If the applicant has paid for the work in full
after receiving approval from staff or the Commission, the check will be
made out to the applicant. If the applicant has only paid his 50%
share, the check shall be made out to the applicant and the
contractor(s) and/or supplier(s).
b) Loans
Loan funds shall only be disbursed after the work has been completed.
The check shall be drawn in favor of the applicant and the contractor(s)
and/or supplier(s). The applicant will hold the Agency harmless.

V.
BUDGET
Staff recommenda a budget in the amount of $100,000. $20,000 of this amount
shall be set aside for grants. The balance of $80,000 shall be used for
loans. Monthly repayments of loans shall be used for the grant program.
The balance of the $26,710 current budget set aside for projects outside of
redevelopment project areas shall be used for grants and/or loans for
property approved outside of project areas. These funds, when added to the
new budget of $100,000, produces a total budget of $126,710 -- $100,000 for
applicants within redevelopment project areas and $26,710 for applicants
outside of redevelopment project areas.
VI. BOtJNnARTFS
The boundaries of the Beautification Program shall be the major corridors
throughout the City with priority givento those boundaries established by the
Enterprise Zone and the More Attractive Community (MAC) Committee.
VII. CUlUlENT APPLICATIONS IN FILE
To date, 12 applications are currently in file pending approval of a revised
program. Staff recommends advising applicants of the new policy and sending
copies of the application to MAC for their review.

After reviewing the Revised Beautification Program I whole-
heartly give it my support for the following reasons:
a) This program can be administered simply and in a
cost-efficient manner -- a necessity in the face of
revenue reducing times.
b) This program is flexible enough to provide matching
grants, low interest loans, or in some eases,
combination grant/loans. This flexibility will allow
AnY business in our community to take advantage of the
beautification program regardless of their economic
status. For example, a business of meager income can
obtain a matching grant of $999.00 and a 5-year/5' loan
to cover the $1001.00 match.
c) The loan rate of 5' will be an incentive to AnY
business in our city to use our beautification program.
The further 2 1/2' rate incentive for quick principle
payback is an innovative way to get the money back into
our coffers for further usage as loans. I must
interject here that while small grants are necessary,
large grants would prove to be a drain on the RDA Budget
and a detriment to an effective, longlasting beautifi :
cation program.
d) Finally the fact that this program works in concert
with my More Attractive Community Program is of great
benefit to the City. As you know, MAC concentrates its
code enforcement and beautification efforts on highly
visible main thoroughfares. All citations and notices
given by MAC members to the business community seem to
carry with them a financial burden which in many cases
can be reduced with these Beautification Funds. As these
funds help beautify the businesses on our main
arterials, more of our citizens and visitors will take
notice of our new image.
Congratulations on a fine program. Let's get it implemented
as soon as possible for the sake of our businessmen and
citizens.

Por the last eight months the More Attractive Community Team
has been operating primarily in the target area which is
bordered by Highland Avenue, Mt. Vernon Avenue, Mill Street
and Waterman Avenue, roughly seven square miles. Within the
target area the main throughfares of Highland, -E- Street,
Mt. Vernon, and Waterman Avenue have been or are being
surveyed from the standpoint of code enforcement and beauti-
fication.
During the next six (6) months the Team will complete
surveying, cleaning-up, and maintaining the remaining
primary arterials within the target area. Once the main
arterials are completed, the expansion of the MAC target
boundaries will be announced.
Glenda, it is my hope that a revised beautification program
is agreed upon soon! Mt. Vernon Avenue, which the MAC Team
is currently surveying, desperately needs financial help to
eliminate code problems such as illegal signage, old fencing,
poor landscaping, etc. It is a real shame that the street
with the most need of financial help has been to date the
street which has not had the benefit of financial assistance
to help resolve code violations brought to their attention by
the MAC Team.
I will be looking forward to the implementation of a revised
Beautification Program for the sake of the City's business

BE IT RESOLVED BY THE MAYOR AND COMMON COURCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Beautification Program heretofore

SECTION 2. ADMINISTRATION. The Beautification Program of
the City of San Bernardino shall be administered by the
,
Redevelopment Agency of the City of San Bernardino.
SECTION 3. FORMS OF ASSISTANCE. The Program shall be a
combination of grants and loans, which shall be administered
under the following principles:
A. Grants. For applications wherein the total proj~ct cost
17 is two thousand dollars or less, the Agency may grant fifty
18 percent of the total project cost, not to exceed nine hundred
19 ninety-nine dollars.
20 Grant funds will not be approved for reroofing or for
21 resurfacing of parking lots or driveways, but patching and
22 cutting of parking lots may be considered.

B. Loans. For applications wherein the total project C0St
24 exceeds two thousand dollars, the Agency will consider granting
25 up to nine hundred ninety-nine dOllars, and lending to the
26 applicant any or all of the project cost in excess of nine

The interest rate for loans shall be as follows:

All loans shall be amortized over a five year period, unless
an applicant requests a shorter period. In the event full
payment of all amounts due on the loan is made within thirty
months from the date of execution, Agency shall grant as a credit
against the amount due thereunder fifty percent of the accrued
interest on said loan.
Loan origination fees shall be charged at the time of
origination of the loan in the amount of two percent of the loan
amount. These fees shall be paid by the applicant from the loan
proceeds and shall be used by the Agency to offset part of the
costs of appraisals, credit reports, preliminary title reports
and staff administrative time and expenses.
All loans shall be secured by a trust deed on the property
being improved, or other security instrument approved by Agency
Counsel, with the promissory note and trust deed or other
approved security instrument to be executed by the property owner
prior to the release of any loan funds by the Agency. The
promissory note and deed of trust or other approved security
instrument shall be in form approved by Agency Counsel.
Loan funds will not be approved for reroofing or resurfacing

SECTION 4. APPLICATION PROCESS. Agency shall give priority
consideration in the allocation of Beautification funds to those
businesses in an area which has been targeted by the More
Attractive Community (MAC) Committee, and particular preference
and priority shall be given to alleviating violations of building
codes or other provisions of the San Bernardino Municipal Code
relating to the condition of buildings or property.
All requests for allocation of Beautification funds, either
loans, grants, or any combination thereof, shall be submitted on
an application form available from the Agency, the completed
application shall include a complete description of the work to
be performed, an itemized cost estimate of each element of the
work to be performed, and, if applicable, a copy of any notice or
citation from the More Attractive Community (MAC) Committee, or
any building or zoning inspector.
SECTION 5. APPROVAL PROCESS.
A. Grants. The Executive Director of the Redevelopment
Agency is authorized to administratively approve all grants ot
nine hundred ninety-nine dollars or less. An information
memorandum shall be transmitted to each member of the Common
Council on each grant which the Executive Director intends to
approve. If no objection is received by the Executive Director
from any member of the Common Council within seven days, the
grant shall be deemed approved and the Executive Director shall
proceed to make the grant. If any objection is expressed by any
member of the Common Council, the application shall be submitted

first to the Redevelopment Committee for review, and then to the
entire Common Council for final action.
B. Loans. The Executive Director of the Redevelopment
Agency is authorized to approve all loans for f~Ye thousand
dollars or less. Upon a determination that a loan should be
made, an information memorandum shall be transmitted to each
member of the Commission as to any loan recommended for approval
by the Executive Director. If no objection is received by the
Executive Director from any member of the Common Council within
seven days, the loan shall be considered approved, and the
Executive Director shall proceed to complete the loan. If any
Objection is expressed by any member of the Common Council, the
application shall be submitted first to the Redevelopment
Committee for review, and then to the entire Common Council for
final action. For any loan exceeding five thousand dollars which
is recommended for approval, the application shall be submitted
to the Redevelopment Committee for recommendation. The
Redevelopment Committee shall submit its recommendation to the
full Common Council for appropriate action. Loans in excess of

five thousand dollars shall be made only upon approval of the
entire Council.

share has not yet been paid, the Agency's check shall be made
payable to the applicant and to any contractor or supplier of
labor, materials or equipment who remains unpaid.
B. Loans. Loan funds shall be disbursed only after the

work in full, and presents evidence satisfactory to the Executive
Director of that fact, the Agency's check shall be made payable

applicant, the applicant shall execute a document covenanting
that all suppliers of labor, materials or equipment have been
paid in full and agreeing to hold the Agency harmless from any
claims of suppliers of labor, materials or equipment arising from
the beautification project.
SECTION 7. ADMINISTRATION OF PROGRAM. In administering the
Beautification Program, staff shall be authorized to expend, in
accordance with the procedures specified herein, such funds as
are designated by the City or the Community Development

1 Commission of the City of San Bernardino for such purpose. For
2 purposes of this resolution, the twenty-six thousand seven
3 hundred ten dollars remaining in the current budget which has
4 been set aside for projects outside of Redevelopment Project
5 areas shall be available for use by Agency as grants and/or loans
6 for Beautification projects as to property outside Redevelopment
_ Project areas. Any additional funds which may hereafter be
,
8 budgeted by the Mayor and Common Council for Beautification
9 purposes shall likewise be administered by the Agency in
10 accordance with the procedures specified herein. All funds
11 realized from repayments of loans shall be deposited into the
12 Agency's Beautification Program budget, and shall be used for the
13 grant program.
14 SECTION 8. BOUNDARIES. The boundaries of the
15 Beautification Program shall be the major corridors throughout
16 the City with priority given to those boundaries established by
17 the Enterprise Zone and More Attractive Community (MAC)
18 Committee.
19 SECTION 9. CURRENT APPLICATIONS IN FILE. Agency shall ~
20 evaluate those pending applications which have previously been
21 filed but not yet approved, in light of the criteria established
22 herein. Priorities shall be given to projects in the More
23 Attractive Community (MAC) Committee's targeted areas, as
24 specified herein, but, if an application lies within the
25 boundaries established hereby, but is not within such targeted
26 area, the Executive Director shall determine whether other

factors exist justifying immediate or eventual approval of a
grant or loan for such business. The Executive Director shall
consider all relevant factors, including whether the building or
property is currently in violation of building codes or other
provisions of the San Bernardino Municipal Code, and such other
factors which may be appropriate. The applicant who submitted
any pending application falling within the boundaries as
designated herein may be invited to submit a new application
under this revised policy. All applications for grants or loans
lying outside the boundary areas shall be returned to the
applicant, and the applicant shall be advised that this policy
makes a grant or loan hereunder impossible at this time.

2 each project area. Of the one hundred thousand dollars budgeted
3 herein, twenty thousand dollars shall be allocated for grants,
4 and the remaining eighty thousand dollars shall be allocated for
5 loans. All funds realized from repayments of loans shall be
6 deposited into the Agency's Beautification Program budget, and
shall be used for the grant program.

SECTION 8. BOUNDARIES. The boundaries of the

9 Beautification Program shall be the major corridors throughout
10 the City with priority given to those boundaries established by
11 the Enterprise Zone and More Attractive Community (MAC)
Committee.

SECTION 9. CURRENT APPLICATIONS IN FILE. Agency shall
evaluate those pending applications which have previously been
filed but not yet approved, in light of the criteria established
herein. Priorities shall be given to projects in the More
Attractive Community (MAC) Committee's targeted areas, as
specified herein, but, if an application lies within the
boundaries established hereby, but is not within such targeted

area, the Executive Director shall determine whether other
21 factors exist justifying immediate or eventual approval of a
22 grant or loan for such business. The Executive Director shall
23 consider all relevant factors, including whether the building or
24 property is currently in violation of building codes or other
25 provisions of the San Bernardino Municipal Code, and such other
26 factors which may be appropriate. The applicant who submitted
. 27 any pending application falling within the boundaries as

designated herein may be invited to submit a new application
under this revised policy. All applications for grants or loans
lying outside the boundary areas shall be returned to the
applicant, and the applicant shall be advised~tbat tbis policy
makes a grant or loan hereunder impossible at this time.
