Schuma From: Planning Director Amendment to the San Bernardino Subject: Municipal Code, Chapter 19.80 - Board of Architectural Review Dept: Planning Date: May 8, 1986 Mayor and Council Meeting of May 19, 1986, 2:00 p.m. Synopsis of Previous Council action: Previous Planning Commission action: At the meeting of the Plann~ng Commission on May 6, 1986, the following recommendation was made: The proposed amendment to the San Bernardino Municipal Code, Chapter 19.80 - Board of Architectural Review, to delete said chapter from the Municipal Code, was unanimously recommended for approval. The Negative Declaration for environmental review was also recommended for approval. Recommended motion: To approve the responses to comments and to adopt the Negative Declaration for environmental review which has been reviewed and considered. To approve, modify or reject the findings and the recommendations of the Planning Commission and to direct the City Attorney to prepare the necessary amendm~nts to the Zoning Ordinance. ~/ L~Y\ , Signature Frank --- A. Planning Department Subject Deletion of Chapter 19.80 of the DUe San Bernardino Municipal Code pertaining to ATC!.hi rpr..rl1't"'.=:Il Rpvi PW May 6, 1986- Approved Item Ho. 16 Ward City Wide Date Chapter 19.80 of the San Bernardino Municipal Code references the establishment of a Board of Architectural Review as an~ advisory committee to the Planning Commission. Said Board of Architectural Review does not ~resently exist nor are there any records available as to it s past existence. Since Chapter 19.80 has apparently never been implemented, said Cnapter should be deleted from the Municipal Code in order to avoid any confusion with the existing administrative review of plan process currently in process. A Board of Architectural ; Review is established, which . board shall consist of three members, one of whom shall . be a member of the Planning Commission, preferably a member with architectural training and experience. The other two members shall be architects licensed under the Business and Professions Codes of the State of California. B. The members of the board shall be lll~pointed by the Mavor and be .aDProved bv the Common.Council. C. the term of office of the members of the board shall be for four years. The member who is a Planning Commis- sioner shall have his term run concurrent with his term as a commissioner. Of the other members first appointed, one shall be appointed for a term of two years and the other for a term of four years. D. The Board shall adopt rules and regulations for the conduct of their business. E. Two members shall constitute a quorum. The Board's first and most important responsibility shall be the safeguarding of the quality of the living environ- ment in the City and to advise the Commission on methods for improving such environment. It shall be especially concerned with the following matters: 1. All matters referred to it by' the Planning Com- mission as required by this title; 2. All matters concerning the' development of the Civic Center; 3. Plans and elevations for all private buildings proposed to be built on the streets having common frontage or siding on the Civic Center; . 4. All house moving activities; 5. The Board may advise the Commission on all matters rela ting to site planning. B. The Board shall make no rulings on the basis of archi- tectural style, but it may advise the developer of its opinion in this matter when the Board's opinion is unanimous. C. If the Board makes no report to the Commission on matters referred to it by the Commission within a thirty- day period, the Commission may take action based on its own judgment. D. Recommendations by the Board and concurred in by the Commission shall have the same status as all other recom- mendations by the Commission. (Ord. 1991 ~ 29.2,8-10-53.)
