April 21, 1986 San Bernadino City Council 300 North "D" Street San Bernadino, CA 92418 RE: Relocation of Southern California Edison lines at 2490 Kendall Drive Dear Council Members: On April 11, 1986 I received a letter from Michael Grubbs, Senior Civil Engineer City of San Be~nadino informing me that I am not in compliance with the city stan1ard requirement, requiring that all utility lines are to be installed underground subject to acceptions approved by the Planning Department and the City Engineer. I had interpreted this requirement to mean that all utility lines installed by The Barmakian Company were to be installed underground. This we have done. After a conversation with Frank Shoma of the City of San Bernadino I realized that the city's intentions were to have the Developer relocate existing Edison lines underground. At this time The Barmakian Company has already had Southern California Edison relocate power poles per our street improvement plan. Presently, I expect to complete the Kendall Drive project in two to three weeks from today's date. I understand the undergrounding of Southern California Edison's lines is a prerequisite to obtaining a Certificate of Occupancy. I would like to discuss the possibility of either bonding around or finding another method so as not to hold up my Certificate of Occupancy. I would also like to discuss the possibility of relocating said Southern California Edison lines at a future date when neighboring properties would be relocating to underground. BOX 788 RIAL TO, CALIFORNIA 92376 April 22, 1986 The Barmakian Company 9375 Archibald Rancho Cucamonga, CA 91730 Subject: Undergrounding 12kV & 33kV Facilities 2490 Kendall, San Bdno Gentlemen: In answer to your inquiry regarding the subject project, the preliminary estimate for undergrounding the l2kV and 33kV facilities will be in the area of $50,000 to $55,000. This estimate consists of removing one pole, undergrounding two spans of wire, installation of the required vault and related conduits for the two primary circuits and the secon- dary system. Please keep in mind that due to the poles that will be re- maining on the east and west property lines, anchors and down guys will be required to be installed in the parkway area at both ends of the project. Please be advised that in order to get a firm price on the cost of the proposed conversion I will require approved street improvement plans. Time frames for completing this type of a project including work order preparation, state highway permits, applications, etc., will be in the area of 90 to 110 days. To City Administrator From Publ ic Works/City Engineer Appeal by The Barmakian Company -- Under- April 28, 1986 Subject grounding Utilities at 2490 Kendall Drive Date File No. 11.05 R.P. 85-34 Approved Date The plans for this project were approved subject to certain conditions. One condition was the following standard requirement: "All utility lines shall be installed underground subject to exception approved by the Planning Department and City Engineer." Apparently, this condition was interpreted to apply only to lines serving the development, and not Edison's pole line along Kendall Drive. This oversight was called to their attention by a letter dated 4-11-86. from Michael Grubbs, Senior Civil Engineer. A copy of this letter is attached for reference. All items of .work,prerequisite to securing a Certificate of Occupancy, are expected to be completed within 2 to 3 weeks. Edison has estimated that they will require from 90 to 110 days to complete the undergrounding. A satisfactory.surety could be fiJed to guarantee the estimated cost of $50,000 to $55,000 for the undergrounding, and allow the development to be occupied as scheduled.
