STAFF REPORT
Bids for this project were opened at 2:00 P.M. on Tuesday, 4-29-86. The
bid documents solicited bids for Alternates A and B. Alternate A was for heatin9
and remixing about 75% of the street area, and pulverizing the existing pavement
on the remaining 25% and constructing a new roadway section. Under Alternate B,
all of the existing pavement would be pulverized and an entire new roadway
section constructed on the optimum grade.
One bid was received for Alternate A. This bid was for $209,765.00,
which is 12.8% over the Engineer's Estimate of $185,905.00.
Two bids were received for Alternate B, in the amounts of $261,964.80
and $264,871.80. The low bid of $261,964.00 is 40.9% over-the Engineer's Esti-
mate of $185,905.00.
Seven contractors took out plans and specifications, but only 2 submitted
bids. Two of those not bidding were contacted to determine why they had not sub-
mitted a bid. Both replied that they were too busy, due to the tremendous amount
of SB 300 financed street rehabilitation projects currently underway, but would be
interested in bidding Arrowhead Avenue in 2 or 3 months.
Alternate B is preferred, since it would provide a better product. How-
ever, this alternate is in excess of the funding available, and apparently not a
viable option. More than 1 bid is normally required in order to award a contract.
This practice would preclude awarding a contract for Alternate A.
Therefore, we recommend that all bids be rejected and authorization
granted to re-advertise in about 3 months. Under this schedule, the work will
be done in September, which is still during warm weather and before the rainy
season. The project is designed in such a manner that only one-half of the
street would be constructed at a time and two lanes (1 each direction) would be
provided during the work.
Storm water presently collects at the southeast corner of Arrowhead
Avenue and Central Avenue. An-18-inch storm drain was included on the plans to
drain this area, which increased the contract price by about $15,000. The pro-
posed 1986-87 Storm Drain Construction Fund Budget will include an amount of
$15,000 to finance the storm drainage related items in this contract.
An amount of $165,000 was allocated in the 1984-85 Budget, under Account
No. 242-362-57354. Supplemental funds in the amount of $25,000 were approved at
the Council Meeting of 9-23-85.
URGENCY CLAUSE
A decision on the disposition of the bids is needed at the Council
Meeting of 5-5-86, in the event that the staff recommendation is not accepted.
If the decision is to award a contract, the necessary documents will have to be
prepared and presented for adoption at the Council Meeting of 5-19-86 before
the bids expire.
