The Negative Declaration for environmental review was also recommended for approval. Recommen<:led motion: To approve the responses to comments and to adopt the Negative Declaration for environmental review which has been reviewed and considered. The applicant requests approval to change the zone of a parcel encompassing approximately .15 acres from R-3- 1200, Multiple-Family Residential to A-P, Administrative Professional District. 2. The site is located on the east side of Arrowhead Avenue, one lot north of the northeast corner Arrowhead Avenue and 21st Street. The site is zoned R-3-1200 and is developed with an existing nonconforming single family dwelling. Zoning and land use to the north and east also include existing nonconforming single-family residences in the R-3-1200 Multiple-Family zone. To the west across Arrowhead Avenue is a large medical complex with accompanying smaller nearby medical officesl zoning is C-3A. To the south is A-P zoning with an existing Engineering firm within a converted single-family residential unit. The present trend along that section of Arrowhead Avenue appears to be toward A-P (as indicated on the City's General plan). 3. The General Plan for the City of San Bernardino designates the site as Administrative-Professional. Said designation begins at approxin~tely 16th Street in the south to several hundred feet below Highland Avenue to the north (on the east and west sides of Arrowhead Avenue) . 4. On the site is an existing 1,200+ square feet single- family residential structurel the lot measuring approximately 50' x 135'. The A-P zoning district has no minimum lot dimensions nor minimum area requirements. 5. The proposed A-P zoning would not adversely affect surrounding residential properties, in view of the low activity level of the permitted land uses found within the zoning i.e., administrative executive, professional and research offices, etc. 6. Reference is made to the parcel immediately to the south. Zone Change No. 1194 and Variance No. 475 was approved May 22, 1981, to change the zone from R-3-l200 to A-P zoning and to permit the conversion of an existing single-family residence into an office building at said location. Two other variances have also been granted along Arrowhead Avenue involving residential conversions which include Variance No. 440, location being 2063 N. Arrowhead, approved July, 1978, and . Arrowhead Avenue, approved August 1978. 7. A separate request via a conditional use permit would be required to convert the existing single-family residential structure to an office related use as set forth in Section 19.78.020(19) F, of the San Bernardino Municipal Code. The existing single-family residence, due to its placement and access way, may not be suitable for conversion. 8. The Environmental Review Committee, at their regularly scheduled meeting held on March 27, 1986, recommended a negative declaration be issued on Change of Zone No. 86- 7. RECOMMENDATION Based upon the observations, Staff recommends adoption of the negative declaration and approval of Change of Zone No. 86-7. Respectfully Submitted, FRANK A.
