REQUEST FOR COUNCIL ACTION STAFF REPORT The plans for this project have been prepared by the Engineering Division. and the project is ready to be advertised for bids. subject to a commitment for the necessary supplemental funds. The required addi- tional right-of-way has been granted by the In-N-Out Burger at no cost to the City. The project will consist. in general. of widening the south side of Second Street in order to provide the third eastbound traffic lane. This additional lane will allow vehicles on the off-ramp to make a free right turn. without having to stop and wait for a break in traffic. A westbound left turn lane is presently provided at "H" Street. This left turn lane will be deleted. due to the potential conflict with vehicles making a free right turn from the off-ramp. Some minor widening will also be done on the north side of Second Street. in order to provide minimum width traffic lanes. Engineering & Inspection (W.O. 11701) Sub-Total An initial amount of S10,000 has been allocated in the Street Con- struction Fund, under Account No. 242-362-57368, to finance the prelim- inary engineering and right-of-way acquisition costs. there will be no right-of-way costs, since In-N-Out Burger has dedicated the necessary additional right-of-way. A cash deposit in the amount of $11,500 has been received from the developer of the Best-Marshall Complex, in accor- dance with their conditions of approval. This provides a total of $21,500 in available funds. Supplemental funds in the amount of $63,800 will be needed to fully finance the total estimated project cost. We will propose the supplemental funding be provided in the 1986- 87 Street Construction Fund Budget. If the Mayor and Council are in agreement with this proposal, we recommend that authorization be granted to advertise for bids at this time. Advertising for bids at this time will allow the work to be done during July and August, when traffic volumes are lowest due to vacations.
