Staff Report
Subject:
Resolution authorizing submittal of 2007/2008 Used Oil Recycling Block Grant
application for grant funds from the California Integrated Waste Management Board.
Background:
The California Oil Recycling Enhancement Act mandates the California Integrated
Waste Management Board to provide annual Block Grants to local governments for
establishing and maintaining local used oil collection programs that encourage recycling
or appropriate disposal of used motor oil and filters.
The utilization of Used Oil Recycling Block and Opportunity grant funding in previous
years has enabled the City to provide a curbside collection program for residents,
provide residents with used oil and filter collection containers, maintain certified used oil
collection centers throughout the City, and provide public and school education
programs.
The 2007/2008 Used Oil Recycling Block Grant Application, if approved, will provide
$51,659 to enhance and maintain the C.ity's current Used Oil and Filter Recycling
Program. Of this total request, $12,000 will be used to offset personnel costs within the
Environmental Projects Division. The remaining $31,659 will be utilized to purchase
materials and supplies necessary for program implementation and promotion. The City
has received Used Oil Recycling block grant funds from the California Integrated Waste
Management Board for the past 12 years. During the last funding cycle the City
received $51,659. The application due date is June 1,2007.
Proposed projects include the continuation of the used oil and filter curbside collection
program, distribution of used oil and filter collection containers for residents, school and
public education programs, and community events, such as the Route 66 Rendezvous.
The grant term is from July 1, 2007 through June 30, 2010. The City will receive a total
of $51 ,659 for the grant term and will have three years to expend the funds.
Financial Impact:
The amount of grant funding requested is $51,659. There are no matching funds
required by the City.
Recommendation:

OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. That the State of California Oil Recycling Enhancement Act
8 provides funds to cities and counties for establishing and maintaining local used oil

collection programs that encourage recycling of used motor oil and filters;
SECTION 2. That the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program with the State, setting

up necessary procedures governing applications of cities and counties under the
program;

SECTION 3. That the City of San Bernardino, as applicant, will enter into the
agreement with the State of California for the implementation and maintenance of a
Used Oil Recycling Program that offers used oil and filter recycling opportunities for
residents and encourages the proper disposal of used motor oil and filters;

SECTION 4. That the Mayor and Common Council of the City of San Bernardino
uthorize the submittal of an application to the California Integrated Waste Management
oard for the 2007/08 Used Oil Recycling Block Grant (attached hereto as Exhibit "A").

Instructions for Completing Projected Expenditure for July 1, 2007-June 30, 2008
Work Completed From July 1, 2007 - June 30, 2008: This section contains a breakdown of funds to be expended
during the next fiscal year from one or more active block grants. Its categories may vary from those that appear on
the EIS documents. This section will give program staff improved data to identify potential areas for development.
PLEASE PROVIDE DOLLAR AMOUNTS AND PERCENTAGE OF TOTAL ESTIMATED EXPENDITURES FOR
EACH LINE ITEM.
(a) Certified Collection Center (CCC) Support: Report all estimated expenses and check off boxes related to CCC
site visits, abandoned oil intervention, used oil and filter hauling cost, plastic oil bottle collection costs, and other
related activities.
(b) Oil Collection Events: Report all estimated expenses and check off boxes related to oil collection events,
including oil filter exchange events. Include estimated expenses of oil-related premiums (containers, coupons,
funnels, shop rags). Also include the total number of oil-only collection events and oil filter collection events in
which you plan to participate.
(c) Grant Planning and Management: Report all estimated expenses and check off boxes related to staff time to be
charged against the grant that has not been allocated to a program-related category appearing elsewhere in this
section.
(d) Storm water Mitigation Program: Report all estimated expenses and check off boxes related to storm water.
(e) Other Grant-Related Expenses not included above: Report all estimated expenses not covered in one of the
categories listed above.
(I) Mass Media Outreach: Report all estimated expenses related to mass media outreach and check off all boxes
that describe your planned efforts regarding media type, and languages utilized.
