APPROVE THE DEVELOPMENT OF A COMPUTER PROGRAM
TO MODIFY THE EXISTING CHART OF ACCOUNTS AND
COMPUTERIZE THE FUND ACCOUNTING SYSTEM
Synopsis of Prevlous Commlsslon/Councll/Committee Action:
06-19-89 Community Development Commission authorized the Agency to continue
expenditures at the budgeted level for 1988-89 pending the final
approval of the 1989-90 budget.

Move to approve the proposal from ICCS Corporatlon to develop
computer software for the modlflcatlon of the exlstlng chart of
accounts and to computerize the fund accounting system.

On June 19, 1989, the Community Development Commission approved a Resolution
authorizing the Agency to continue expenditures at the budgeted level for the
1988-89 fiscal year, pending approval of the 1989-90 budget. In the 1989-90
budget for the accounting division, $10,000 has been recommended under
consultants for the development of computer software for the modification of
the chart of accounts and the computerization of the governmental fund system
of accounting. To computerize these functions as quickly as possible, staff
Is asking that this Item be considered for approval prior to approval of the
1989-90 budget.

The accounting staff has Implemented the recommendations submitted last year
by the Agency's auditors and has converted to the governmental fund accounting
system, but due to restrictions In the structure of the current data
processing computer program chart of accounts (the structure follows a
proprietary structure>, the funds have to be monitored manually. The current
structure, developed by ICCS Corporation and licensed by them, allows for a
multi digit chart of account number, but does not allow for a fund designation
to be entered Into the computer. A computer designation Is needed for a
Capital Projects Fund, a Debt Service Fund and for other SpeCial Funds, and
for the account groups of Long Term Debt and General Fixed Assets. This will
simplify the accounting for the tax Increment funds versus the bond proceeds.
If this computer programming Is approved, the existing computer program will
be modified and a conversion program will be written for past history allowing
the accounting staff to enter the fund designation for each transaction. The
conversion program will also allow staff to modify the existing chart of
account numbers to follow the newly developed line Item budget.
The cost of the proposed computer programming Is $8,500 and the development
time for the computer program Is estimated by ICeS Corporation to be 5 to 6
weeks.
