COMMUNITY DEVELOPMENT COMMISSION/REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO MINUTES REGULAR MEETING November 20, 1989 11:05 a.m. The Special Joint Meeting of the Mayor and Common Council and Community Development Commission/Redevelopment Agency meeting was called to order at 11:05 a.m., on Monday, November 20, 1989, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California, by Chairman W. R. Holcomb. ROLL CALL Roll Call was taken with the following being present: Members Esther Estrada, Jack Reilly, Jess Flores, Michael Maudsley, Tom Minor, Valerie Pope-Ludlam, Norine Miller. STAFF PRESENT Robert J. Temple, Acting Executive Director, Redevelopment Agency; John Hoeger, Development Manager, Redevelopment Agency; Arlene S. Berman, Administrative Deputy Director, Redevelopment Agency; James F. Penman, City Attorney; Dennis A. Barlow, Senior Assistant City Attorney; Marshall Julian, City Administrator; Shauna Clark, City Clerk; Margie Vance, Recording Secretary. Public Comments on Items not on Agenda. There were no public comments. 1. Co.munity Developaent eo..ission Minutes Commissioner Miller made a motion, seconded by Commissioner Estrada, to approve the minutes of the Community Development Commission of the City of San Bernardino, held on a) November 6, 1989 and b) November 13, 1989, as submitted in typewritten form. The motion Minor, Miller. Absent: None. carried by the following vote: Ayes: Members Estrada, Reilly, Noes: None. Abstain: Flores, Mauds1ey and Pope-Ludlam. 2. Uptown Redevelopment Project Area Citizens Advisory Committee Minutes. Commissioner Miller made a motion, seconded by Commissioner Estrada, to receive and file the minutes of the Uptown Redevelopment Project Area held on October 12, 1989 as submitted in typewritten form. The motion Minor, Miller. Absent: None. carried by the following vote: Ayes: Members Estrada, Reilly, Noes: None. Sale of Sewer Capacity Ilights Commissioner Pope-Ludlam made a motion, seconded by Commissioner Minor, to approve the sale of 605 equivalent Sewer Capacity Rights to the Board of Water Commissioners of the City of San Bernardino for an amount not to exceed $1,367,300.00. The motion carried by the following vote: Flores, Maudsley, Minor, Pope-Ludlam, Miller. None. Absent: None. Ayes: Members Estrada, Reilly, Noes: None. Abstain: 4. To discuss and approve the expenditure of Redeve10paent funds to assist with the clean up activities needed in R.edevelopllent Project Areas. A discussion ensued. Mayor Holcomb stated that he is requesting that the Redevelopment Agency pay a portion of the amount for the clean up activity based upon the amount of clean up done in each of the redevelopment project areas. He said that the City would bill the Redevelopment Agency for the clean up done within the Redevelopment Project Areas on a percentage basis. He said that it might entail as much as 50%. Commmissioner Estrada asked if the 50% being requested from the Redevelopment Agency involves the $100,000 allocated for the pre-Christmas clean up or from the overall $1 million expenditure being proposed by the City. Marshall Julian, City Administrator stated that this vote would cover the Pre-Christmas City Wide Clean Up cost. He said that after the cost of the clean up is calculated within each Redevelopment Project Area the appropriate percentage will be billed to the Redevelopment Agency. He said that today's motion does not involve the $1 million expenditure. Dennis Barlow, Senior Assistant City Attorney said that the Redevelopment Agency can not pay for maintenance costs and that he wanted to make sure that everyone was aware of this concept. Commissioner Miller made a motion, seconded by Commissioner Pope-Ludlam, to approve the expenditure of Redevelopment funds to assist with the clean up activities needed in Redevelopment Project Areas. The motion carried by the following vote: Ayes: Members Estrada, Reilly, Flores, Mauds1ey, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None. Absent: None. 2 November 20, 1989 l896R . Adjournment Commissioner Flores made a motion, seconded by Commissioner Estrada, to adjourn to Monday, December 4, 1989, at 11:00 a.m. in the Council Chambers of the City Hall, 300 North "D" Street, San Bernardino, California. The motion carried by the following vote: Flores, Maudsley, Minor, Pope-Ludlam, Miller. None. Absent: None. 3 Ayes: Members Estrada, Reilly, Noes: None. Abstain: November 20, 1989 l896R
