Recommended motion:
That the Director of Public Works/City Engineer and the City Clerk are authorized
to proceed with the proposed change of Sphere of Influence for the City of San
Bernardino, generally located North of Southwesterly of the 1-215 Freeway, South
of Devore Road.

STAFF REPORT
The Local Agency Formation Commission (LAFCO), the State Agency that oversees all
annexation and reorganization proceedings, requires that all cities have an
established "Sphere of Influence" which includes all un-incorporated territory located
adjacent to city boundaries that the city can effectively provide municipal services
to.
The City of San Bernardino established it's current Sphere of Influence in 1976, which
was amended with the incorporation of the City of Highland.
The majority of the area South of Devore Road, Southwesterly of the 1-215 freeway and
Northeasterly of the Cable canyon Wash is unincorporated , but lies within the City of
San Bernardino's Sphere of Influence.
There is some tentative development in this area, which is primarily industrial. It
would be desirous and beneficial for the City to have this area within the City of San
Bernardino City Limits. Portions of the development area are outside the City's Sphere
of Influence. The proposed change would place the entire development area within the
City's Sphere of Influence, which is the first step to annexing this area.
It is recommended that the Director of Public Works/City Engineer and the City Clerk
be authorized to proceed.
