STAFF REPORT
At the August 7, 1989, meeting, Council approved Resolution No.
89-307, which amended Resolution 6433, implementing a
reclassification in the Police Department by creating the
position of Community Services Representative (CSR) I,II,and III.
Under that scheme, ten (10) Complaint Desk Coordinators would be
upgraded to CSR I; fifteen (15) of the Police Assistants would
become CSR I (no salary adjustment); ten (10) Police Assistants
would be upgraded to CSR II; one (1) existing CSR would be
upgraded to CSR II; and the new classification of CSR III would
not be funded.
At their November 28, 1989, meeting, the Civil Service Commission
refused to approve the promotions into the new classifications
without the implementation of a testing procedure, as required by
the civil service rules and regulations.
This amendment is urgent and necessary to add the existing
positions back into Resolution 6433 retroactive to August 8,
1989, when they were deleted, so that the employees will continue
to be in funded positions until job specifications and tests are
approved by the Civil Service Commission, and they are tested
and, if they pass, are certified into their new positions.
The positions of Complaint Desk Coordinators, Police Assistants
and Community Service Representative will be deleted at such time
as the new CSR positions are filled, and the old positions are no
longer filled.

RESOLUTION AMENDING RESOLUTION 6433, SECTION 4.12, BY ADDING
CERTAIN POSITIONS EFFECTIVE AUGUST 8, 1989.
SECTION 2.
The ten Complaint Desk Coordinators Positions,
twenty-five Police Assistant Positions and one Community Services
Representative added to Resolution 6433 by Section One hereof,
will be deleted at such time as the current employees in those
positions have either been certified into the positions of
Community Services Representative I or II, or are no longer
employed in their current positions.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
