STAFF REPORT
Bids for this project were opened at 2:00 p.m., Tuesday,
11-14-89.
A total of 7 bids were received, ranging from $43,471.00
to $64,868.00. The low bid of $43,471.00 is 29.8% below the
Engineer's Estimate of $62,000.00.
Listed below is the total estimated project cost based
on the actual contract price:
Construction Contract $ 43,471.00
Engineering & Inspection (W.O. 1834 8,720.00
and 1835)
Subtotal $ 52,191.00
Contingencies l5%:!: 7,809.00
TOTAL ESTIMATED PROJECT COST $ 60,000.00

A total amount of $77,000.00 has been allocated under
two account numbers for this work. Account No. 242-363-57673
was allocated $37,000 for the intersection of Baseline and Mt.
Vernon and Account No. 242-362-57674 was allocated $40,000 for
the 8th and "E" Street signal modifications.
Approval to award a contract will have to be granted by
Caltrans, since 90% of the cost will be financed with Federal-
Aid Hazard Elimination Safety Funds. This approval is expected
prior to the Council Meeting.
At their
Review Committee
provisions of the
meeting of 8-11-89, the City's Environmental
found that this project is exempt from the
California Environmental Quality Act.
We recommend that a contract be awarded for the low bid
price.

RESOLUTION OF THE CITY OF
CONTRACT TO SIGNAL ~~INTENANCE, INC.
SIGNALS AND LIGHTING AT MT. VERNON
AND "E" STREET AND EIGHTH STREET.
SAN BERNARDINO AWARDING A
FOR MODIFICATION OF TRAFFIC
AVENUE AND BASELINE STREET,
BE IT RESOLVED BY THE MAYOR AND Cmll-ION COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. Signal Maintenance, Inc. is the lowest
7 responsible bidder for modification of Traffic Signals and
8 Lighting at Mt. Vernon Avenue and Baseline Street, and "E" Street
9 and Eighth Street, in accordance with Plan No. 7530, for the
10 total amount of $43,471.00, and a contract is awarded to said
11 bidder accordingly, but such award !lhall be effective only upon
12 the contract being fully executed by the parties 1 all other bid!l
13 therefore are hereby rejected; and the Mayor is hereby authorized
14 and directed to execute said contract on behalf of the City; a

copy of the contract is attached hereto, marked Exhibit "A" a.nd
incorporated herein by reference as fully as though set forth at
length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and e,cecuted by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements,
amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3.
This resolution is rescinded if the parties
26 to the contract fail to execute it within sixty (GO) days of the
27 passage of this resolution.
