STAFF REPORT
The Engineering Division received a request from a
resident of the Pepper Villa Mobile Horne Park, via City Council
office, to prohibit parking along the east side of Pepper Avenue
adjacent to the park's driveway.
The resident claims large trucks are parking adjacent to
the driveway, causing vision obscurements for motorists attempt-
ing to leave the mobile home park.
A Traffic Engineering survey conducted by staff has con-
firmed the citizen's claim. Addi tionally, the survey concluded
that additional parking restriction to Rialto Avenue is needed to
provide a safer lane transition for northbound traffic.
This matter was discussed by the Mayor's Traffic Safety
Advisory Committee at their May 10, 1989 meeting. The Committee
concurred with the Traffic Engineering Staff's recomendation and,
therefore, recommends that a no parking zone be established on
the east side of Pepper Avenue between Rial to Avenue and the
Atchison Topeka and Santa Fe railroad tracks, since the mobile
home park, and the adj acent shopping center, provide sufficient
off-street parking for their patrons.

The parking restriction will not adversely affect the
parking demand in the area.
Staff concurs with the aforementioned recommendation.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 3985 ENTITLED, IN PART, "A RESOLUTION.
PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS OR PORTIONS
THEREOF. ." TO ESTABLISH A NO PARKING ANY TIME ZONE ON PEPPER
AVENUE BETWEEN RIALTO AVENUE AND 672 FEET NORTH OF RIALTO
AVENUE, APPLICABLE TO THE EAST SIDE ONLY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BEP~ARDINO AS FOLLOWS:
8 SECTION 1: Resolution No. 3985 which prohibits
9 parking upon certe.in designated streets or portions thereof,
10 Section One, Subsection (25.5) PEPPER AVENUE, is amended by
11 adding the following to read:
12 (25.5) PEPPER AVENUE
13 (B) Between Rialto Avenue and 672 feet north of
14 Rialto Avenue, applicable to the East Side only.
