HENDERSON Executive Director Subject: REQUEST FOR AUTHORITY TO IMPLEMENT AND EXECUTE CONTRACTS FOR DEKOLITION PROJECTS Date: January 28, 1992 SvnoDsis of Previous Commission/Council/Committee Action(s): In fiscal year 1991/1992, the Mayor and Common Council approved the Community Development Block Grant (CDBG) program mix identifying various categories for which CDBG funds are to be used during the program year. In that program mix, the Mayor and Common Council approved $100,000 for demolition projects in association with the Neighborhood Rehabilitation Program; removal of slum and blight; and correcting health and safety conditions as determined by the Department of Building and Safety. DBVBLOPMBNT DBPARTMBNT OF THE CITY OF SAN BBRNARDINO STAFF REPORT Reauest for Authoritv to ImDlement and Execute Contracts for Demolition Proiects The Development Department Staff has received a number of requests to implement demolition projects in association with the Neighborhood Rehabilitation Program; removal of slum and blight; and correcting health and safety conditions as determined by the Department of Planning and Building and Services. On February 4, 1991, the Mayor and Common council approved and adopted the fiscal year 1991/1992 Community Development Block Grant (CDBG) Program Mix for the period beginning July 1, 1991 and ending June 30, 1992. The Program Mix identified various categories for which CDBG funds are to be used during the program year. One (1) category specifically identified demolition as an eligible category for the removal of residential structures, either attached or free standing, which are substandard and do not meet the Uniform Building Code requirements. In fiscal year 1991/1992, the CDBG Program Mix authorized $100,000 for above referenced demolition projects. Funds within this category are used in providing assistance to low and moderate income households in order to comply with citations issued by Planning and Building and Services Department for non-conforming structures. Financial assistance is also provided to low and moderate income families where demolition is required as part of the rehabilitation requirements of an owner-occupied dwelling. The use of these funds must be in conformance with the Federal requirements for low and moderate income families, as well as meet the national objective of the CDBG program. Staff recommends that the Executive Director be authorized to implement any and all demolition projects and enter into and execute demolition contracts on behalf of the City of San Bernardino Economic Development Agency, Development Department. The Executive Director will be authorized to administer the expenditure of funds within this category not to exceed $100,000 without further approval of the Mayor and Common Council. DEVELOPMEllT DEPARTMEllT STAFF REPORT Authority to Implement and Execute Contracts For Demolition Projects January 28, 1992 Page Number -2- Approval of the staff recommendation will (a) facilitate timely resolution of cases and community problems; (b) streamline administrative processing; (c) reduce administrative time; and (d) enable staff to be quickly responsive to Mayor/Common Council requests. Such administrative latitude and flexibility would also allow demolition bonds (where required) to be closely coordinated with the processing of the case and "Notice to Proceed". Prior experience has indicated that the average cost of demolition per case has been $6,000. It is not anticipated future cases, given due allowances for exceptions, will differ from this pattern. This authority will be similar to the existing authority for the administration of the Neighborhood Rehabilitation Program and the Rental Rehabilitation Program.
