The attached staff report identifies certain projects that are to be funded by the federal government and requests the use of bond proceeds to prepare plans and specifications to make these projects "job ready". Because the cost of plans and specifications ranges from $670,000 to $850,000, it is important that Development Department staff has the opportunity to accomplish the appropriate budget and mutual benefit analyses. Department staff will be working with staff of the Engineering Division of the Public Works Department so as to expedite the work necessary to provide the Commission a complete and comprehensive report. Based upon the foregoing, staff recommends adoption of the form motion. DEPARTMENT OF PUBLIC WORKS STAFF REPORT Page 1 of 2 Projects to be Financed with Public Works Funds Provided by U.S. Government Much discussion is presently under way in the actions needed to help our nation recover from the effects of this prolonged economic downturn. One of the actions frequently mentioned in literature from the National League of Cities is the provision of funds to finance public works projects. Past programs to provide public works funds have placed a strong emphasis on getting the projects under construction as soon as possible, in order to create jobs. Any project that is "job ready," therefore, stands a greatly improved chance of receiving an allocation from these funds. Below are some projects for your consideration as candidates for getting "job ready," in order to enhance their prospects for being funded with public works funds. Mutual benefit resolutions would be required for any projects not within a redevelopment project area. In view of the extensive benefits our community would realize from receiving public works funds, we recommend that careful considera- tion be given to providing funds to get some projects "job ready." es-3
