On January 6, 1992 the Redevelopment Committee reviewed the request of
Downtown Main Street, Inc. and recommended the Community Development
Commission approve Main Street's use of the west half of the southeast
corner of Court and "E" Streets to stage a Certified Farmer's Market.
Recommended Motion(s):

That the Community Development Commission approve use of the west
half of the southeast corner of Court & "E" Streets by Main Street,
Inc., in order to establish a Certified Farmer's Market every
Saturday from 8:00 a.m. to 2:00 p.m., commencing April 4, 1992.

STAFF REPORT
Certified Farmer's Market
Staff has received a request from the Executive Director of San
Bernardino Downtown Main Street, Inc. to allow use of Agency-owned
property. The subject site encompasses the west half of the southeast
corner of Court and "E" Streets. The proposed use is for a Certified
Farmer's market that would operate from 8:00 a.m. to 2:00 p.m. each
Saturday through out the year beginning April 4, 1992.
On February 6, 1992, the Redevelopment Committee considered this matter
and recommended to the Community Development Commission approval of the
Main Street, Inc., request regarding the Certified Farmer's Market
Based upon the foregoing, staff recommends adoption of the form motion.

After three years of planning and negotiating, commencing
Saturday, April 4, 1992, San Bernardino Downtown Main Street, Inc.
will sponsor a Certified Farmers' Market downtown.
Main Street originally negotiated an agreement to use 47
spaces located on the ground floor of the three-level parking
structure at the north west corner of Court and "E" Streets to
stage the market. This site would allow the market to continue
year round under a controlled environment, while leaving the city
owned (RDA) parking lot at Court and "E" Streets available for
public parking.
However, upon closer examination, we feel the Certified
Farmers' Market should be staged on the west end of the city owned
(RDA) parking lot located on the south east corner of Court and "E"
Streets (see maD. Attachment Il. This site would give the market
more visibility while still a1lowina for Dublic oarkina on the east
end of the lot.

Main Street is formally requesting that:
MOTION: The RDA Committee recommend to the Community Development
Commission approval for the west half of the city owned (RDA)
parking lot located at the south east corner of Court and "E"
Streets be used by San Bernardino Downtown Main Street, Inc. to
stage a Certified Farmers' Market every Saturday from 8:00 a.m. to
2:00 p.m. commencing Saturday, April 4, 1992.

Upon such approval, Main Street will inform all businesses in
the area that the market will be staged at this location every
Saturday from 8:00 a.m. to 2:00 p.m. commencing Saturday, April 4,
1992 and that the east half of the parking lot will remain
available for public parking.
