One of the actions was to combine street Lighting arxl Traffic Signals functions. Olrrently, the street Lighting function is located in the Facilities Management Division, with eleven (11) employees. '!he Traffic Signals function is located in the Public Works/Engineering Department, with five (5) employees. 'IWo (2) supervisors are involved in these functions, the street Lighting SUpervisor, Ran1e 2406, $3,048-4, 083/Jronth, arxl Traffic Signal Electrical SUpervisor, Ran1e 2411, $3, 125-$4, 187/month. '!he reorganization would locate both street Lighting arxl Traffic Signals in the Public WorksfEngineering Deparbnent under one (1) Traffic signals & Lighting SUpervisor. REX:XHmmATIOOS 1. Attachment C CITY OF SAN BERNARDINO February 6, 1992 TRAFFIC SIGNALS AND LIGHTING SUPERVISOR JOB DESCRIPTION Under general supervision, to supervise and perform the construction, installation, maintenance and repair of traffic signals, traffic signal coordinated systems, flashing beacons, automatic gates, automated fuel systems, street lighting, sewer lift stations and various electrical equipment and facilities; and to perform related work as required. REPRESENTATIVE DUTIES Provides excellent customer service. Maintains positive attitude toward city's management philosophy, and promotes same through cooperative interaction with Staff and other City departments. Schedules and assigns traffic signal and street lighting personnel in the construction, installation, maintenance, inspection, diagnosis and repair of traffic signal and street lighting systems including traffic sensing mechanisms, traffic signal and street lighting circuits, Type 170 signal controllers, relays, electronic controllers and other electrical equipment; supervises the repair of control switches and single and multi-phase motors; makes detailed checks of traffic signals and street lighting systems to locate trouble or causes of failure. Establishes work standards, production controls and job priorities and evaluates same; reads and interprets electrical plans, specifications, blueprints and sketches; selects, orders, and stores electrical equipment, materials and supplies; maintains sewer lift stations. Responds to emergency electrical maintenance and repair problems; participates in the City's conversion to low energy consumption street lamps. Provides for a preventive maintenance program for all traffic signal devices, street lighting systems and related equipment within the City's jurisdiction; trains, supervises and evaluates subordinate personnel; instructs employees in the safe and efficient use of equipment and tools; operates City vehicles; and performs related work as required. MINIMUM OUALIFICATIONS Graduation from high school or G.E.D. equivalent and 4 years experience performing journey-level installation, maintenance and repair of traffic signal and street lighting systems. Certification by the International Municipal Signal Association at Level II is required. Page 6 of 8 . . Possession of a valid Class "C" California Driver's License is required. GENERAL OUALIFICATIONS Knowledae of: Appropriate safety precautions and procedures; Shop mathematics applicable to the electrical trade; Solid state circuitry; Street and highway traffic signal systems; Methods, materials, tools and equipment used in the installation, maintenance and repair of electrical, electronic and solid state traffic control devices, street lighting systems and sewer lift stations; Basic electrical and electronic theory; Basic microprocessor theory and application; Applicable codes and regulations; Principles and techniques of modern management; Principles of supervision and training. Abilitv to: Carry materials weighing up to 100 lbs; Perform tasks requiring a full range of body motion (e. g. lift, bend, reach, climb); Visually distinguish red, amber and green as part of normal color vision; Hear horns, warning devices and frequency changes in the normal audio range; Work outdoors in very hot or cold weather and around various other environmental conditions. Read and work from diagrams, blueprints, plans and specifi- cations; Climb and work safely at heights up to 35 feet above ground in high range hydraulic lifts and on ladders; Work with high voltage circuits in accordance with safety standards; Accomplish emergency field repairs and minor adjustments to equipment; Program and repair type 170 traffic signal controllers; Perform skilled work in electrical wiring installation, maintenance and repair of a broad range of traffic signal and street lighting systems; Plan and layout traffic signal construction, installation, maintenance and repair work including estimating labor and material cost; Plan, organize and supervise the work of journey-level personnel; Understand and carry out oral and written instructions; Establish and maintain effective relationships with those contacted in the course of work. Page 7 of 8 . . ORGANIZATIONAL RELATIONSHIPS The class of Traffic Signals and Lighting Supervisor is a working supervisorial level in the traffic engineering series. Supervision is received from the Traffic Engineer or Assistant city Engineer. Supervision is exercised over journey-level Electricians and Traffic Signal Electricians.
