Synopsis of Previous Council action:
4/15/91: City Council appointed a Task Force to cane back with options for
redistricting of Council ward boundaries.
1/6/92: The Redistricting Task Force presented a ward redistricting workshop
before the Mayor and Carmon Council and presented proposed ward
redistricting plans. City Council unaniroously voted to set a public
hearing for Monday. February 3, 1992. to allow for public input prior
to adopting an ordinance arrending existing ward boundaries.
2/3/92: Referred back to staff to meet with Mr. Hawkins of the Westside Action
Group to make minor changes regarding the bench area boundaries and
report back at the February 17, 1992 Council meeting.

PUBLIC HEARING ON PRESENTATION OF PROPOSED MAP SHOWING
CHANGES IN COUNCIL WARD BOUNDARIES AS A RESULT OF 1990
CENSUS AND REQUEST THAT CITY COUNCIL APPROVE PROPOSED
CHANGES AND DIRECT THE CITY ATTORNEY TO PREPARE
ORDINANCE AMENDING EXISTING COUNCIL WARD BOUNDARIES

Pursuant to the direction given at the February 3, 1992 meeting
of ,the Mayor and Council, two meetings have been held with
representatives of the Wests ide Action Group and staff also met
on Monday, February 10. As a result of those meetings, we submit
the attached Exhibit "A" entitled "Proposed Ward Districts" (2-
17-92). The most significant change to the map presented at the
February 3 meeting is that the southern boundary of the 6th Ward
has been squared off so that most of the bench area is proposed
to be in the Sixth Ward. As a result, boundary changes were also
made in the 1st and 3rd Wards. All boundaries proposed to be
changed are clearly circled on Exhibit "A". Exhibit "B" entitled
"Original Ward Districts" provides you with the ward boundaries
as they currently exist and also clearly identifies the areas
proposed to be changed.
Exhibit "C" provides ethnic breakdown by ward as presented in the
map identified as Exhibit "A" of this report.
If you approve Exhibit "A", we request that you adopt form
motions one and two listed on the Request for Council Action.

ORDINANCE AMENDING EXISTING COUNCIL WARD BOUNDARIES

At the January 6, 1992 Council meeting, the Redistricting Task
Force conducted a workshop to present proposed ward redistricting
plans. The workshop was attended by not only the Mayor and
Members of the City Council, but also by staff members,
representatives of the Westside Action Group, a few residents at
large, and reporter Luis Monteagudo of The Sun. At the workshop,
the Task Force received input from the City Council members and
others present on the proposed changes in ward boundaries.
Additionally, on January 9, 1992, at the request of Council
Member Hernandez, a followup meeting was held with residents of
the Third Ward to explain the proposed ward boundary changes to
them and receive their input.
Having completed this, the Redistricting Task Force is now ready
to present its final report showing the proposed changes to
council ward boundaries.
Section Three (3) of our City Charter states that: "The Mayor
and Common Council by ordinance shall divide the area of the City
into seven (7) wards of approximately equal population and
thereafter shall periodically change the boundaries of the wards
to maintain them in compact form and as nearly equal in
population as possible, provided that such changes shall not be
made more than once in any two (2) year period nor within ninety
(90) days of any general municipal election."
General law cities are required to adjust boundaries of
councilmanic districts before the first day of November of the
year following the year in which the Federal census was taken.
Although our City Charter specifies no time limit within which
the ward boundaries must be adjusted after a Federal census, the
City Attorney's Office, in a legal opinion dated August 12, 1981,
concluded in part that "The statute requiring general law cities
to reapportion by November 1st of the year following the year in
which the census is taken is not expressly binding upon the City
of San Bernardino but should be used as a guideline. ..."

Therefore, following the 1990 Census, on April 15, 1991, the
Common Council appointed a Task Force to come back with options
for redistricting of wards. This Task Force was comprised of
representatives from the Department of Planning and Building
Services, the City Attorney's Office, City Clerk's Office, the
Management Information Systems Division; City Administrator's
Office; and the Planning Commission.
Redistricting of Council wards is the process of establishing new
voting boundaries to ensure that each district or ward has
approximately the same number of votes. The process of
redistricting involves the following steps:
1. Building a database
2. Identifying census blocks
3. Assigning census blocks
4. Calculating statistics
5. Displaying statistics
6. Accepting or revising the plan
7. Documenting the Plan
Attached Exhibit A shows the current ward population figures and
the deviations for each ward. Based on the 1990 Federal census
figures, the optimum population per ward should be 24,394.
During the past nine months, steps 1 through 6 listed above have
been completed and we are now at the point of presenting a final
map showing the proposed changes in ward boundaries and allowing
for public input on those changes.
Exhibit B is the map which has been developed based on the
following criteria: 1. Equal population; 2. Ethnic
representation; and 3. Geographic boundaries. Exhibits C - I
are the charts showing ethnic breakdowns by ward.
If you approve of Exhibit B, we request that you adopt form
motions one and two listed on the Request for Council Action.
